Q1: Could you please clarify whether the contractor may remove and transport the entire government-owned Devlieg 4W72 mill to its own facility for the electrical retrofit, then return it to Rock Island Arsenal for installation, startup, and testing? The statement of work requires an on-site evaluation and on-site installation/debug, but it does not expressly state whether the machine itself may leave the installation. If off-site retrofit is permitted, please also advise whether there are any transportation, government-property, security, or approval requirements that must be included in the quote.
A1: The machine itself and all Government Furnished Equipment/Property may not leave the installation, only on-site retrofit is permitted.
