PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly
rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors
selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A
summary of the new preferences is available at http://www.procurement.sc.gov/preferences. ALL THE
PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER

1. The specifications require the proposed truck to be physically located, or able to be shipped, within 100 miles of ZIP
29706 for inspection within 48 hours' notice. Please confirm that a bidder may propose a compliant truck currently
located outside that radius as long as the bidder can transport it to within 100 miles of 29706 within 48 hours after
receiving notice of inspection.
ANSWER:
The 48 hours notice can be adjusted to fit the bidders schedule because of location, is this is the issue.
2. The technical specifications state "2021 or newer Terex Commander 4045 series." Will York Technical College
consider an equivalent digger derrick from another manufacturer/model if it meets or exceeds every listed technical
requirement, including the minimum 45.5 ft hydraulic digger derrick, 15,000 lb turntable winch, insulation requirement,
boom travel, controls and safety systems?
ANSWER:
Yes, Terex or Altec with a digger will do. See Updated specs below:

* In order to determine quality, York Technical College reserves the right to inspect each proposed truck by our internal
team with emphasis based on condition of paint, body, tires, interior, maintenance/repair records and overall
condition. Trucks determined to be of poor quality in any of the above categories will be deemed non-responsive.
