Pre-Bid Conference Details. The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) will conduct a Pre-Bid Conference to discuss the scope of work and requirements for this construction procurement. This IFB seeks qualified contractors for the replacement of Computer Room Air Conditioning (CRAC) units and associated chilled-water systems serving the Office of Information Center at MVA Headquarters, Glen Burnie, Maryland. The conference will provide prospective bidders an opportunity to review technical specifications, project phasing, and site access conditions, and to ask questions regarding bid submission requirements and contract administration. B. Date, Time, and Location •        Date: November 13, 2025, •        Time: 10:00 am Eastern Time •        Location: MDOT MVA Headquarters, 6601 Ritchie Highway N.E., Glen Burnie, MD 21062 The Procurement Officer will review critical submission deadlines, required forms, and construction logistics impacting facility operations. C. Site Visit A guided site visit of the data center mechanical spaces and associated exterior equipment areas will immediately follow the Pre-Bid Conference. Attendees must bring a valid government-issued photo ID for building entry. The site visit will be the only opportunity for bidders to inspect the work area. Unauthorized access outside the scheduled tour is strictly prohibited. All attendees must wear appropriate personal protective equipment (PPE) — Safety glasses, and closed-toe shoes, Business Casual. Photography or recording is permitted only with prior approval of the Procurement Officer. D. Attendance and Registration Bidders planning to attend shall register by emailing the Procurement Officer Attachment A to RSVP A sign-in sheet will be maintained during the conference and published on eMMA as part of the solicitation record. Attendance is mandatory for Site Visit, not required for Pre-Bid Meeting but strongly encouraged. E. Questions and Clarifications Questions raised during the conference may be answered informally; however, only written responses issued by the Procurement Officer as an Addendum shall be considered binding. All questions must be submitted in writing via eMMA or by email to the Procurement Officer no later than November 18, 2025, at 2:00 PM Local Time F. Addenda Any revisions, clarifications, or additional information related to this IFB will be issued through written Addenda. Bidders are responsible for monitoring eMMA for Addenda and must acknowledge all Addenda issued in their bid submission. G.
