SPECIFICATIONS FOR Model 1641-TR2

EKTO Shelter Trailer

1. Provide an EKTO Shelter Trailer with features specified in this document and in the style supplied to PA DEP in the past. The trailer will have dual axles 3500# including electric brakes: 4,300 lbs. total capacity, spring leaf suspension, painted steel frame, 2 5/16” ball hitch, ICC rear lights, reflectors on front and sides: telescoping landing gear, emergency brake kit and aluminum tread plate fenders: trailer painted black. Refer to Drawing 0426-PA, which is a drawing of an EKTO Shelter Trailer with the same specifications listed in this document.

2. We will be getting 8 lifting jacks to lift the shelter on/off the trailer.

3. The shelter should be constructed to meet the following requirements:

Rear View: There will be reflectors on both sides with a license plate hanger and light.

Passenger View: There will be 4 quick acting ball lock pins for shelter tie downs, landing gear, Ball Hitch 2”, electrical plug and receptacle, 6” caster and a safety chain.

Top View: There will be an aluminum fender on both sides, with a spare tire, electric J-box and an electrical break-away switch.

4. Instructions to Bidders

The Department of Environmental Protection (DEP), Division of Air Quality Monitoring, is requesting price bids for the following items listed in the Invitation for Bid (IFB) item list section. The bidder must supply a price for all items. Award will be made based on the lowest grand total price.

The trailer delivery (to an address in the Harrisburg Pa. area) shall be on a rollback towing vehicle, where the delivery driver will unload the trailer to the ground using the tilt feature of the bed and a winch. PA DEP shall not be responsible for unloading the trailer off the vehicle.

Please include all costs including shipping/handling within the costs of the line items supplied, i.e. bid prices must be FOB destination. No additional costs will be allowed.

5. Bid Award

Contract shall be awarded on a lump sum basis to the lowest responsive and responsible bidder meeting all the requirements contained in the Trailer Specifications. See Attachment A – Bid Award Cost Sheet for award of the bid. Bidders are required to complete and return the “Reciprocal Limitations Form” electronically attached to the IFB file. Reference see Title 62 Pa C.S. Section 107.

6. Payment Terms

Payment shall be made within approximately 30 business days upon satisfactory delivery of all items listed in the Shelter Specifications and upon receipt of the invoice by the Comptroller.

7. Bid Submission

a) All Bids must be submitted electronically through the Department of General Services’ (DGS) eMarketplace website. The eMarketplace website is located at http://www.emarketplace.state.pa.us. DEP is not responsible for the maintenance of the eMarketplace website.
