This specification covers the acquisition and effective delivery of two (2) GE H-80-100 Propeller Governors (GE Aviation Czech) to Georgia Forestry Commission Air Operations Unit located at 2456 Hubbard Road Macon, GA 31217 C/O: Clay Chatham. The Propeller Governors offered shall be equal with the following detailed requirements:
Supplier will provide 2 (two) propeller governors for GE Aviation Czech H80-100 engine. Part # P-W11-4 to include all shipping/delivery costs and any applicable tarriffs, levy's, and/or custom fees. The Georgia Forestry Commission¿s procurement of GE H80-100 propeller governors (e.g., P-W11 series or updated variant) for the Thrush 510G Switchback aircraft must address compliance with relevant Federal Aviation Administration (FAA) Airworthiness Directives (ADs) to ensure airworthiness, safety, and regulatory adherence. Below is an analysis of FAA AD compliance specific to this procurement, supplementing the sole brand justification.
1. Relevant FAA Airworthiness Directive:
The FAA has issued Airworthiness Directive AD 2020-20-14 (effective November 5, 2020), applicable to certain GE Aviation Czech s.r.o. (formerly Walter Engines) H80 series turboprop engines, including the H80-100 model installed on Thrush 510G aircraft. This AD addresses an unsafe condition related to propeller governors, specifically the risk of oil leaks, excessive wear, or improper operation, which could lead to engine overspeed, loss of propeller control, or in-flight shutdown.
