BEAR CREEK WATER TREATMENT PLANT ALUM SLUDGE
REMOVAL AND DISPOSAL

The Douglasville ¿ Douglas County Water and Sewer Authority (hereinafter referred to as the ¿Authority¿) is soliciting sealed proposals from qualified firms for professional and technical services for the Bear Creek Water Treatment Plant Alum Sludge Removal and Disposal Project (the ¿Project¿), as more fully described in the Request for Proposals. All designs, materials, labor, equipment, and supervision necessary to complete the Project will be provided by the selected offeror or contractor. The scope of services for this Project includes removing aluminum sulfate (alum) sludge from the settling pond at Bear Creek Water Treatment Plant (¿WTP¿), dewatering the sludge, hauling away the dewatered sludge, and disposing of it in accordance with all applicable regulations.

Specifically, the scope of services shall include the following:

¿        Removal of 1,850 dry tons of alum sludge from the west end of the settling pond where the discharge pipes from the WTP enter the pond. The pond bottom is lined with a polyethylene liner to prevent migration of water from the pond into the water table. Removal of alum sludge shall be performed in such a manner that it does not perforate or damage the liner. Any damage to the liner shall be repaired at the contractor's sole expense.
¿        Dewatering of the sludge on-site and discharging liquid effluent back into the settling pond.
¿        Hauling the dewatered sludge to an appropriate disposal site.
¿        Disposing of the sludge at a facility intended to receive such solid waste in accordance with all applicable federal, state, and local regulations.

All work will be performed on Authority property. Work shall be performed in a manner so as not to interfere with normal operations at the WTP.
