Plunkett Waterline Retrofit Project

Engineer’s Estimate: $1,250,000 to $1,500,000 (Base Bid)

The City of Arcata is soliciting bids for WORK consisting of furnishing all labor, materials, equipment, incidentals and performing all work required to complete watermain replacement and booster station replacement with electrical connections for a generator back up. The project includes, but is not limited to: removal of AC pipe, sawcut and removal of existing AC pavement, AC paving, compacted gravel driveways, earthwork, excavation and trenching, horizontal directional drilling and/or laying of new watermain piping including continuously welded HDPE and ductile iron pipe, replacement of water valve clusters and fire hydrants, construction of a new concrete masonry unit booster station and all appurtenances, pad mounted back up generator and coordination with PGE for new electrical service, traffic control and erosion control.  This project is funded in part by a FEMA Hazard Mitigation Grant (HMGP) administered by Cal OES and is therefore subject to Davis Bacon and Related Act requirements. Contractor must follow CFR §200.321 and make a “good faith effort” to assure MBE’s and WBE’s are used when possible.  This project has a DBE Goal of 5%

A mandatory pre-bid meeting is scheduled for Thursday, January 30, 2025 at 10:00 a.m. Prospective bidders must arrive on time and shall sign in at all mandatory pre-bid meetings. Tardy attendees may be disqualified from bidding. The meeting will begin at the Arcata City Hall in the Council Chamber (736 “F” Street, Arcata, CA 95521), and may be followed by a project site walk-through.

Sealed bids will be received by the City Manager’s Office, 736 F Street, Arcata, CA 95521, until the hour of 10:00 am on Wednesday, March 12, 2025, 11:00 am on Thursday, March 6, 2025 , at which time they will be transferred to the City Council Chambers where they will be publicly opened and read aloud by the City Engineer or his designated representative. Said bids will be referred to the Arcata City Council for consideration at their next regularly scheduled meeting on or after Wednesday, March 05, 2025.
