I. Introduction
The City of Bangor (City) requests proposals to furnish and deliver One (1) full-size, 34
Ton Plow Truck, 4WD, standard cab, 8-ft. aluminum flatbed, and 9 12 ft. Fisher V-plow.
FOB Destination to the City of Bangor Fleet Maintenance Division, 481 Maine Avenue.
The vehicles shall be new, current-year trucks furnished and delivered in accordance
with the attached specifications. The City will consider alternate proposals for the
purchase of unsold, previous-year models if they meet or exceed the requested
specifications.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City's
website. By submitting a response to this solicitation, the Proposer accepts the
responsibility for downloading, reading, and bidding by the terms and conditions set
forth in the City's "General Information for Vendors".
In your proposal, please specify whether you currently have or are in the process of
developing a domestic violence policy. If you do not have such a policy, let us know if
you would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form and pages four (4) through six (6) of
this request in an envelope marked "Proposal No. P27-07: Public Works 34 Ton Plow
Truck" by 2:00 P.M. on Wednesday, August 12, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov ; or
B. Hand Deliver to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to City of Bangor-Purchasing Department, 73 Harlow
Street, Bangor, ME 04401; or

All submissions should reference "Proposal No. P27-07: Public Works 34 Ton Plow
Truck". Proposals will be publicly opened at the time stated above in the Paul Bunyan
Room (first floor near the side elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as
possible after the opening. Visit www.bangormaine.gov/bids for results. The "Show
Closed/Awarded/Cancelled Bids" box must be checked to see the proposal information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
P.M., Friday, July 24, 2026.
The City will provide a response by 4:30 P.M. on Friday, July 31, 2026. This response
will be in the form of an addendum, accessible on the City's website. Notifications will
be sent to those who have signed up to receive notifications at
www.bangormaine.gov/bids through NotifyME. Notifications will be sent when new
addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time
to be received by the Purchasing Department before the submittal deadline. Any
proposal, portion of a proposal, or requested proposal revision received at the City
Purchasing Department after the time and date specified, will be returned to the
Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date
of opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal
in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by
the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects
in proposals, or accept a higher cost proposal if it is deemed to be in the best interest
of the City. The City also reserves the right to request clarification, of any details, from
the successful Proposer.

VIII. Information for Proposers
A. All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the
successful Proposer.
B. The Bid Form (page 6), included with this request, must be completed and returned
for a proposal to be considered.
C. The vehicles and all equipment must be thoroughly inspected, serviced, and ready
for use upon delivery. All work performed must meet established industry
standards of quality to be acceptable. Any unacceptable work must be corrected
before payment is issued.
D. Any exception to the provisions in Section X. Specifications must itemized on a
separate page titled "Exceptions," referenced by section, subsection, and number,
along with a detailed explanation of the exceptions.
E. Pages four (4) through six (6) of this request must be completed and returned
within the proposal to be considered.
IX. Award
The award will be based on one or more of the following:
A. Quality and performance of the vehicle offered.
B. Availability of vehicle.
C. Prior history and experience with the Proposer and/or prior history and experience
with the vehicle offered. If there is no history or experience, references may be
requested of the successful Proposer.

X. Specifications
The specifications listed below represent the City's basic requirements for the vehicles
requested. The specifications should be viewed as a guideline for the City's needs and
not an absolute minimum or maximum requirement. Alternate specifications will be
considered.
Vehicle:
One (1) full-size, 34 Ton, 4WD, standard cab, 8-ft. aluminum flatbed, and 9 12 ft. Fisher V-
plow such as the GMC 2500, Ford-250.
A. General
1. Gross vehicle weight rating (GVWR): minimum 9,500 lbs.
2. Engine minimum: fuel-injected V8, 6.6L or equivalent (gas, no diesel).
3. Transmission minimum of 6-speed automatic.
4. Heavy-duty suspension with Trailering Package.
Rear suspension air bag assist to maintain a level truck when the sander is
mounted.
5. Traction control (electronic).
6. Plow package.
7. 6-in. black assist step.
8. Rubber floor covering.
9. 40-20-40 vinyl front seat with a flip-down center.
10. 17-in. all-season black wall tires.
11. Single rear tires (no dually rear tire configuration).
12. Full-size spare wheel and tire.
13. Air conditioning.
14. AM/FM radio with Bluetooth capability.
15. Power windows and locks.
16. Work truck equipment group.
17. Four (4) molded mud flaps.
18. Electronic brake controller.
19. Factory upfit switches.
20. Heated side mirrors and rear defrost.
21. It will be pre-wired for a two (2)-way radio with a discrete harness and a wide-
band VHF antenna.
B. Color
1. White exterior.
2. Dark-colored interior.
C. Warranty: full factory warranty as nationally advertised.

1. A Reese trailer hitch (or approved equal), ball-mount receiver, and seven (7)
wire flat pin RV style connector.
2. Rated maximum rated towing capacity.

1. 8 ft. aluminum flatbed designed with a cab protector.

3. Green/amber LED strobe light mounted on the center of cab protector.
4. One (1) amber LED strobe light mounted in grill right-hand side.
5. One (1) green LED strobe light mounted in grill left-hand side.
Two (2) Amber/Green strobe lights on the rear of the flat bed.

1. 9 ft. 6 in. Fisher Xtreme-V Plow.
2. Minute mount design with LED lights.
