Description
1.0 Definition of the requirement
The Atlantic Canada Opportunities Agency (ACOA) is seeking to obtain economic research products and data, including econometric models, on a web platform that can be accessed by up to 10 ACOA employees. Research products are in the areas of economic outlooks and trends, and data includes provincial economic forecast reports and access to the Canada Provincial Territorial Model (5 transferable licenses).
2.0 Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s) :
o Canadian Free Trade Agreement (CFTA)
o Canada-Chile Free Trade Agreement (CCFTA)
o Canada-Colombia Free Trade Agreement
o Canada-Honduras Free Trade Agreement
o Canada-Panama Free Trade Agreement
3.0 Justification for the Pre-Identified Supplier
These data and research products can only be accessed through this direct purchase with Oxford Economics, as it holds the exclusive title to the intellectual property (the data is not accessible by any secondary distributor). The Crown may use the IP with certain restrictions, such as not for distribution outside the Department or for commercial sale, and which may not be deemed competitive with any of the vendor’s products.
There are no other suppliers for this particular material in Canada. These products include an econometric model and economic forecasts for detailed industrial sectors and environmental variables for all provinces in Canada that is not available elsewhere. The subscription also enables the Department to participate in webinars and access reports on national and global economic trends impacting Atlantic Canada, including trade and investment, skills, tourism, and climate change.
4.0 Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6 (d) where only one person is capable of performing the contract.
5.0 Period of the proposed contract or delivery date
The proposed contract is for a period of approximately 1 year, from March 15, 2026 to March 31, 2027
6.0 Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $55,770.00 USD (GST/HST extra).

8.0 Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
9.0 Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is March 5, 2026 at 12:00 p.m. AST.
