At which time the Proposals will be privately opened and read. RFP documents and specifications will be available beginning on September 2, 2026 through the City’s website; www.springfield-ma.gov during normal business hours.
The City is seeking proposals and invites all interested, qualified persons or firms capable of providing Public Works Design or Engineering services, to submit proposals for the project entitled; “Redevelopment of Nathan Bill Park Tennis & Pickleball Courts”, a Public Park in the City of Springfield, Massachusetts. The contract between the City and the Designer will include designs, specifications and construction documents for the above-mentioned project work, and continuing through the bidding and construction administrative phases, including final closeouts and warranties of the potential Project. Total estimated construction cost is $300,000.00, including Design/Engineering fees. This Designer Selection is for Horizontal (Public Works) Construction, and is not subject to M.G.L. Ch. 7C§§44-57, but will rather follow a MGL Ch. 30B RFP model procurement to an extent as determined by the City.
There will be a site visit 9/8/26 at 9:00 A.M. at 149 Plumtree Road, Springfield, MA 01118. Proposers must submit written questions no later than 9/9/26 at 4:30 P.M. (nwalker@springfieldcityhall.com). The City of Springfield supports the goal of twenty percent (20%) minority and women (MWBE) participation in all contracts. All Proposals become the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so.
