Curbside Collection and Disposal of Residential Solid Waste

The City of Tega Cay is accepting sealed bids from qualified Offerors for the Curbside Collection and Disposal of Residential Solid Waste.  A Mandatory Pre-Bid Meeting will be held at 10:00 AM EST, May 4, 2026. In lower level Glennon Center, 15077 Molokai Dr., Tega Cay, South Carolina. Bids will not be accepted from any prospective Bidder absent from this pre-bid meeting.  All questions pertaining to this request for bid must be submitted in writing by emailing jblethen@tegacaysc.gov no later than 5:00 PM EST, June 12, 2026.

All responses to this request must be received no later than 2:00 PM EST, July 13, 2026.  Qualifications received after this date and time shall be returned unopened.

ADDENDUM 4
1. The rate schedule Form: To confirm the total number of curbside solid waste noted
in Section 3. a.i., (5,100) is the combination of 4,300 + 850 outlined on the Rate
Schedule?
That is the combined approximation for the 5100 total. The current vendor estimated
800-850 utilizing the service so 850 would capture the maximum number.
2. Section 13.g.iii. References Sections 4.9.3 and 4.9.4. Where are these sections in the
RFB?
This is an error and is covered in this section:
iv. If the Contractor fails to initiate proactive measures necessary to reduce the frequency
and severity of vehicle leaks or spills, including those listed in Sections 6.4.a to 6.4.c, the
Contractor shall, in addition to the Damages described above, be subject to the following
Damages:
1. One thousand dollars ($1,000) for each leak or spill during any one- (1) month
period in which there were two (2) to five (5) leaks or spills;
2. One thousand five hundred dollars ($1,500) for each leak or spill during any
one (1) month period in which there were six (6) or more leaks or spills.
3. Section 13.g.iv.: References Sections 6.4.a to 6.4.c. Where are these sections in the
RFB?
This is an error and is covered in this section:

2. One thousand five hundred dollars ($1,500) for each leak or spill during any
one (1) month period in which there were six (6) or more leaks or spills.
4. Section 21. Insurance: Is the COI required to be submitted with the bid submission?
This would only be required by the successful Offeror.
5. Section 22. Bond & Section Bid Submission Specification and Requirements
Performance bond “may” be required. Please clarify if this will be required by the
Contractor. Also, the 100% of Contract Amount, please confirm that this will be 100% of
the “Annual” Contract Amount not the total five-year contract amount.
The performance bond is required and would need to include 100% of the annual contract
amount.
6. Section 24.ii. Basis and Method of Payment Landfill Charges, Fee, Taxes: Any
request for rate adjustment shall include detailed supporting documentation, including but
not limited to fuel cost data tied to the defined Diesel Index, landfill fee changes
supported by official rate schedules or invoices, and any other applicable cost drivers.
Respectfully request removal of this section from Section 24.ii. This highlighted Section
is not applicable to landfill disposal increases/decreases as charged by the third-party
landfill and is directly outside the Contractor's control.
The contractor would still need to provide proof of the fee increases.
7. Bid Submission Specification and Requirements 1.a. The return of the addenda, if any,
signed and filled out as required. Is there a form for this acknowledgment?
Currently, no addendum required additional information completed by an Offeror. A
statement of acknowledgement and including the Addendums would fulfill the
requirement.
8. General Terms and Conditions: 1.a. Sealed bids will be received and opened. Will the
opening be held in public, with any of the Contractor present?
There will not be a public bid opening, a bid tabulation form will be posted online within
2 business days of the bid opening.
