Project Description: Lake Mountain School District is seeking competitive proposals from qualified, licensed Design-Build (DB) Teams—consisting of general contracting firms partnered with licensed Architectural and Engineering sub-consultants—to provide turnkey design, engineering, permitting, procurement, and construction services for a new Bus Maintenance & Transportation Facility.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible offeror with the highest score justified by the procurement code.

Length of the Contract
The contract resulting from this RFP will be for the duration of this project. Construction is anticipated to commence on October 15, 2026
and to be substantially completed by May 2027.
Background
Lake Mountain School District is seeking competitive proposals from qualified, licensed Design-Build (DB) Teams—consisting of general contracting firms partnered with licensed Architectural and Engineering sub-consultants—to provide turnkey design, engineering, permitting, procurement, and construction services for a new Bus Maintenance & Transportation Facility.
The approximately 18,000 square foot purpose-built facility will be constructed on existing district-owned property within Utah County Parcel No. 66:290:0008, specifically on the current employee parking lot of the Alpine School District Transportation West facility in Saratoga Springs, Utah. The site is immediately adjacent to Westlake High School; the educational component will function as a dedicated CTE satellite program for Westlake High School students.
The selected DB team will hold single-point responsibility for a fully integrated, code-compliant facility serving both the district’s fleet maintenance operations and a Career and Technical Education (CTE) program in automotive and diesel mechanics. This procurement is conducted pursuant to the Utah Procurement Code and applicable administrative rules governing
design-build contracts.

Alpine School District's Department of Purchasing is the issuing procurement unit, and Lake Mountain School District is the conducting procurement unit for this RFP (referred to as “the District”). The reference number for this RFP is Solicitation #LMSD07102026. This solicitation number must be referred to on all proposals, correspondence, and documentation submitted to the District relating to this RFP.
