The City of Edwardsville, Illinois is issuing a Request for Proposals (“RFP”) to IDOT Prequalified Engineering firms for preliminary engineering services for the Goshen Road and Liberty Trail Multimodal Transportation Improvements.

In order to have your firm considered, please submit RFP in a sealed envelope containing three (3) copies, marked “Goshen Road and Liberty Trail Multimodal Transportation Preliminary Engineering Services”.
Proposals must be received at the City of Edwardsville, office of the City Clerk, 118 Hillsboro Avenue, Edwardsville, Illinois 62025, no later than 2/6/2025 at 2PM (CST). Proposals received after the closing time and date will be returned unopened.
The project will reconstruct approximately 1.75-miles of Goshen Road and Old Troy Road with solar lightening and green medians, convert approximately three intersections to roundabouts, construct approximately 2.9-miles of shared-use path along Old Troy Road and Goshen Road, update a bus stop, add approximately 10 EV stations and 3 bicycle parking facilities, and rehabilitate approximately 0.6-miles Goshen Road due to stream related flooding. It is anticipated that this project be on the November 2028 IDOT letting. This project is funded by a Federal RAISE grant.
The scope of services shall meet IDOT standard phase one and two preliminary engineering services agreement for local agency agreement. These services include but not limited to developing plans, ROW acquisition, specifications, and estimates.
The consultant selection shall be based on the evaluation of the firm’s proposal by a selection committee. The selection committee shall consist of a panel of engineering professionals employed by the City of Edwardsville. The Group follows qualifications-based consultant selection procedures.
The City of Edwardsville reserves the right to consider any proposal and to reject any and all proposals if doing so best serves the public interest.
The City of Edwardsville reserves the right at any time and for any reason to cancel this consultant procurement process, to reject any or all proposals, or to accept an alternative proposal. The City and/or staff may seek clarification from an offer at any time and respond promptly if there is cause for rejection.
