I. Introduction
The City of Bangor (BGR- Bangor International Airport) requests Bids for Curb Replacement in front
of the International Terminal (287 Godfrey Boulevard) with Granite Curbing.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s website.
By submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City’s “General Information for
Vendors.”
III. Submission
For consideration, submit the Bid Form electronically or in an envelope via submission methods
listed below. The envelope must be clearly marked as "Bid No. P27-20: BGR – Curb
Replacement.
Submissions must be received by 2:00 P.M. on Wednesday, September 23, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (Bid must be received by the deadlines).
All submissions should reference “Bid No. P27-20: BGR – Curb Replacement.” Bids will be publicly
opened at the time stated above in the Paul Bunyon Room (first floor near the side elevator) 73
Harlow Street, Bangor, Maine.
A tabulation of all received Bids will be posted on the City's website as soon as possible after the

IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M., Friday,
September 11, 2026.
The City will provide a response by 4:30 P.M. on Tuesday, September 15, 2026. This response will be
in the form of an addendum, accessible on the City's website. Notifications will be sent to those
who have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Bids
It is the responsibility of the Bidder(s) to see that their Bids have sufficient time to be received by
the Purchasing Department before the submittal deadline. Any Bid, portion of a Bid, or requested
Bid revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened.
VI. Withdrawal of Bids
No Bidder may withdraw their Bid for a period of ninety (90) days from the date of opening. All
Bids shall be subject to acceptance by the City during this period. To withdraw a Bid prior to the
opening, the Bidder shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Bidder.
VII. Rejection
The City reserves the right to reject any Bids, waive any informalities or defects in Bids, or
accept a higher-cost Bid if it is deemed to be in the best interest of the City. The City also reserves
the right to request clarification of any details from the successful Bidder.
VIII. Information for Bidders
A. References: Bidders must provide contact information for at least three references.
References should speak about the Bidder’s ability and experience as it relates to them and
this project. The City will require a Certificate of Insurance from the winning Bidder prior
to the execution of the contract.
B. Safety: Bidders are required to comply with all applicable Federal and State safety and
environmental regulations, including but not limited to 29 CFR 1926 Subpart M – Fall
Protection.
C. Tax Exclusion: All Federal and State taxes must be excluded from the Bid price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the
successful Bidder.
D. Bid Form and Requirements: Bid Form, included with this request, must be completed
and returned for a Bid to be considered responsive.
E. Selection Criteria: Includes bidder qualifications, estimated start time, and cost.

F. Required Insurance: Bidders are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured
where applicable and may be required to provide proof:

IX. Scope of Work
The project is a replacement of approximately 240' of the current concrete curb in front of
the International Terminal (287 Godfrey Boulevard) with Granite Curbing. The work is to be
completed by November 13, 2026. The replacement shall include:
1. Establish safe work site, OSHA compliant.
2. Saw-cut existing sidewalk.
3. Remove 18" of concrete walk, curb, and 12" pavement.
4. Drill and pin into existing concrete walk after granite is placed.
5. Place and finish concrete in-fill.
6. Edge to make a decorative replacement.
7. Replace pavement in front of granite.
8. Granite must be natural stone.
9. Vertical granite curb must be at minimum 5"x16".
10. Control joints in concrete will be saw-cut and spaced 10' to 15' O/C 1/4 depth of
concrete thickness.
11. Contractor is responsible for all trenching, compaction and pavement.

The awarded Bidder agrees that if this bid is accepted, they will contract with the City to provide all
necessary machinery, tools, apparatus and other means of construction and to do all the work and furnish
all the materials specified in the manner and time therein prescribed, and according to the requirements of
the City as set forth and that the awarded Bidder will take in full payment for the work the unit prices on the
following page. The prices shall include all labor, materials, equipment, overhead, profit, insurance, etc., to
cover the several types of finished work involved.
