I. Introduction
The City of Bangor (BGR- Bangor International Airport) requests proposals for a go-over roofing
solution at Bangor International Airport, Dock 11 (Bldg. 462) and Dock 13 (Bldg. 464).
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City’s website.
By submitting a response to this solicitation, the Proposer accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City’s “General Information for
Vendors.”
In your proposal, please specify whether you currently have, or are in the process of
developing, a domestic violence policy. If you do not have such a policy, let us know if you would
like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the proposal Bid Form electronically or in an envelope via submission
methods listed below. The envelope must be clearly marked as "Proposal No. P27-18: BGR –
Dock 11 & Dock 13 Roof Renovations.
Submissions must be received by 2:00 P.M. on Wednesday, September 23, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,

All submissions should reference “Proposal No. P27-18: BGR – Dock 11 & Dock 13 Roof
Renovations.” Proposals will be publicly opened at the time stated above in the Paul Bunyon
Room (first floor near the side elevator) 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible after
the opening date. Visit www.bangormaine.gov/bids for results.
IV. Mandatory Pre-Bid Meeting and Questions
A mandatory pre-bid meeting and site evaluation will be held Wednesday, September 9, 2026 at
9:00A.M. This meeting will begin at Dock 11, located at 40 Wyoming Avenue, Bangor, Maine. All
prospective proposers must attend to submit a proposal.
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Tuesday, September 15, 2026.
The City will provide a response by 4:30 P.M. on Friday, September 18, 2026. This response will be in
the form of an addendum, accessible on the City's website. Notifications will be sent to those who
have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be
received by the Purchasing Department before the submittal deadline. Any proposal, portion of a
proposal, or requested proposal revision received at the City Purchasing Department after the
time and date specified will be returned to the Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date of
opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal in writing.
All costs associated with the withdrawal (i.e., mailing fees) will be borne by the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher-cost proposal if it is deemed to be in the best interest of the City.
The City also reserves the right to request clarification of any details from the successful Proposer.
VIII. Information for Proposers
A. References: Proposers must provide contact information for at least three references.
References should speak about the Proposer’s ability and experience as it relates to them and
this project. The City will require a Certificate of Insurance from the winning Proposer prior to
the execution of the contract.

B. Safety: Proposers are required to comply with all applicable Federal and State safety and
environmental regulations, including but not limited to 29 CFR 1926 Subpart M – Fall Protection.
C. Tax Exclusion: All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the successful
Proposer.
D. Bid Form and Requirements: Bid Form, included with this request, must be completed and
returned for a proposal to be considered responsive.
E. Required Insurance: Proposers are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured where
applicable and may be required to provide proof:

3. Comprehensive Automobile

IX. Scope of Work
The project is a go-over for the entire roof at Dock 11 and Dock 13. The work to be
completed by June 30, 2027. The replacement shall include:
1. Establish safe work site, OSHA compliant.
2. Establish FOD (Foreign Object Debris) protection measures to safeguard Aircraft on
the Flightline. Reference: Advisory Circular 150/5210-24A, Airport Foreign Object
Debris (FOD) Management, 8 February 2024, updated by errata 20 May 2024
3. Inspect existing deck and replace rotten sections.
4. Installation of #1 expanded polystyrene (EPS) between ribs.
5. Installation of a layer of ⅝” densedeck roof board mechanically attached over the
existing roofing and secure the deck with screws and stress plates.
6. Installation of a .060 adhered EPDM membrane per manufacturer’s specifications.
7. Flashing of all roof penetrations.
8. Installation of 0.32 aluminum roof flashing entire perimeter.
9. Extend EPDM membrane at vertical sections a minimum of 3’ at roof slope transition
per manufacturer’s specifications. Provide a pressure treated cant as necessary.
10. Daily complete clean-up and disposal/removal of all waste materials.
11. Inspection by Manufacturer with a minimum 20-year watertight warranty.
Note: This project does not include the lower level, 5,000sf±, southwesterly portion
attached to Dock 11.

The awarded Proposer agrees that if this bid is accepted, they will contract with the City to provide all
necessary machinery, tools, apparatus and other means of construction and to do all the work and furnish
all the materials specified in the manner and time therein prescribed, and according to the requirements of
the City as set forth and that the awarded Proposer will take in full payment for the work the unit prices on
the following page. The prices shall include all labor, materials, equipment, overhead, profit, insurance, etc.,
to cover the several types of finished work involved.
