I. Introduction

The City of Bangor requests bids for one (1) single axle cab and chassis with Plow equipment and

Clam Hoist Dump Body. The completed unit will be used for construction work and plowing snow.

The City does prefer a current model year, but will consider alternate bids for the purchase of unsold

previous-year model if it meets or exceeds the requested specifications.

In order to expedite the assembly and delivery of this equipment, the City will accept an "off the lot"

cab & chassis that complies with the bid specifications for axle, suspension, frame, and body

strength.

II. General Information

Available at the following web address www.bangormaine.gov/bids on the City’s website. By

submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,

reading, and bidding by the terms and conditions set forth in the City’s “General Information for

Vendors.”

III. Submission

For consideration, submit the Bid Form (page 4) and all other materials requested via the submission

methods listed below. The envelope or subject line must be clearly marked as "Bid No. P27-16 Single

Axle Cab & Chassis."

Submissions must be received by 2:00 P.M. on Wednesday, September 30, 2026.

Submission of documents can be completed by:

A. Emailing to bids@bangormaine.gov; or

B. Hand Delivery to Customer Service Window, 73 Harlow Street, Bangor, ME; or

C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401

(items must be received by the deadline); or

D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,

Bangor, ME 04401 (Bid must be received by the deadlines).

All submissions should reference “Bid No. P27-16 Single Axle Cab & Chassis.” Bids will be publicly

opened at the time stated above in the Paul Bunyan Room (first floor by the side elevator), or other

designated room on the first floor, 73 Harlow Street, Bangor, Maine.

A tabulation of all received Bids will be posted on the City's website as soon as possible after the

opening date. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled

Bids" box must be checked to see the Bid information.

IV. Questions

Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,

Wednesday, September 16, 2026.

The City will provide a response by 4:30 P.M. on Friday, September 18, 2026. This response will be

in the form of an addendum, accessible on the City's website. Notifications will be sent to those who

have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.

Notifications will be sent when new addenda are released.

V. Late Bids

It is the responsibility of the Bidder to see that their bids have sufficient time to be received by the

Purchasing Department before the submittal deadline. Any Bid, portion of a bid, or requested bid

revision received at the City Purchasing Department after the time and date specified will be

returned to the Bidder unopened or, if by electronic submission, deleted without being opened.

VI. Withdrawal of Bids

No Bidder may withdraw their bid for a period of ninety (90) days from the date of opening. All bids

shall be subject to acceptance by the City during this period. To withdraw a bid prior to the opening,

the Bidder shall request the withdrawal in writing. All costs associated with the withdrawal (i.e.,

mailing fees) will be borne by the Bidder.

VII. Rejection

The City reserves the right to reject any bids, waive any informalities or defects in bids, or accept a

higher-cost bid if it is deemed to be in the best interest of the City. The City also reserves the right to

request clarification of any details from the successful Bidder. The evaluation of bids and

determination of the award will be at the discretion of the City and its judgment shall be final and

without right of recourse by any Bidder.

VIII. Information & Requirements for Bidders

A. Tax Exclusion: All Federal and State taxes must be excluded from the bid price. Upon request,

a tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder.

B. Bid Form and Requirements: The Bid Form (page 17) and all acknowledgements and

information/materials requested in Section X. Specifications must be completed and

returned with the bid to be considered responsive.

• Note: the bidder is asked to acknowledge whether they comply with the referenced

sections. Caution should be taken by the Bidder to ensure that all questions are

answered and that all information requested is provided.

C. Inspection: The equipment must be thoroughly inspected, serviced, and ready for use upon

delivery. All work performed must meet established industry standards of quality to be

acceptable. Any unacceptable work must be corrected before payment is issued.

D. Exceptions: Any exception to the provisions in Section X. Specifications must itemized on a

separate page titled “Exceptions,” referenced by section, subsection, and number, along with

a detailed explanation of the exceptions.

IX. Award

The award will be based on one or more of the following, provided Bidder is responsive:

1. Quality and performance of the equipment offered;

2. Prior history and experience with Bidder and equipment; references may be requested;

3. Availability of equipment and parts; and

4. Cost.

X. Specifications –

This vehicle will become a complete construction/plow truck. Arrangements must be made at a

later date to transport this vehicle to the completing dealer for finish work. A check for front end

alignment after all equipment has been installed must be performed before delivery of finished

vehicle. All warranty dates shall begin upon date of finished delivery.

There shall be computer software training for both operators and technicians from Public Works

and Fleet Maintenance provided at the City of Bangor Fleet Building in the amount of four (4) hours

for each, if necessary, for both day and night shifts.

1. Unit:

A. Heavy duty 6 wheel dump truck Cab & Chassis with G.V.W. of not less than 43,000 pounds;

such as a Workstar SFA or Freightliner 108SD.

2. Wheelbase and Cab-to-Axle (CA):

A. CA shall be sufficient length to accommodate a 5-7yd Clam Hoist dump body. Chassis

must also accommodate plow rigging. Measurement should be 108” CA.

B. AF dimensions must alow for a minimum 12” of frame to extend past rear tires to

facilitate mounting the dump body and brake controls with lighting adapters for trailer.

3. Front Axle:

A. 20,000 lb. min. capacity I-Beam type, such as Meritor FL941 or equivalent.

B. Suitable for extreme snowplow and dump truck service, 9,500lb left spring and 10,500lb right

spring.

C. Oil lubricated and sealed wheel bearings with visible oil supply.

D. Front springs should be heavy duty designed to suport the plow and wing in travel position,

under full ballast load with no appreciable sag or deflection on either side.

E. Spring mounted hardware and brackets shall be designed for extreme service.

F. Front axle should be the set-back type.

G. Must have air bag assist spring for the right side to aid spring deflection.

4. Rear Axle:

A. 21,000 lb. axle with locking wheel differential Meritor RS23-186 or equivalent.

B. Approximately 65 Mph at most economical RPM in high gear.

C. Aluminum housings not acceptable.

D. Magnetic oil drain plug.

E. Oil lubricated and sealed wheel bearings.

F. Rear axle ratio shall be 5.38 to one.

G. Driver controlled traction control.

5. Engine:

A. Cummins diesel L9, 4 cycle 350HP (minimum).

B. Engine brake.

C. Turbocharged.

D. Cruise Control

E. Air Compressor 18.7CFM.

F. 860 lbs./ft. minimum torque output.

G. Extreme service oil filtration system (remote mount filter assembly will not be accepted).

H. Stainless Steel Oil Pan.

I. Magnetic oil drain plug.

J. Engine block heater: 1,500 watt minimum; 115 volt receptacle with spring operated lid,

mounted under Driver’s door.

K. Adapter for Spicer coupler 2-2-79 on crankshaft (factory installed).

6. Transmission:

A. Allison MD 3500 RDS Automatic Transmission with PTO provision;

5th Generation Controls; 6 Speed with Double Overdrive or equivalent.

B. PTO openings for mounted hydraulic pump.

C. Magnetic oil drain plug.

D. Transmission Cooler.

E. Transmission oil check and fill with electronic oil level check.

F. On/Off Highway.

7. Driveline:

A. Driveline shall be heavy duty and factory balanced.

B. Main driveline shall use Meritor 176T or equivalent with half-round yokes.

C. Interaxle driveline shall use Meritor 17T or equivalent with half-round yokes.

D. Extended life u-joints.

8.Brakes

A. Dual air brake system with Wabco 4 channel system.

B. Front brakes shall be 16 ½ x 6 cam type (“Q” + style)

C. Rear brakes shall be 16 ½ x 7 cam type (“Q “+ style) with two (2) 30/30 brake chambers

on rear axles, with moisture–proof chambers.

D. All brake drums shall be outboard-mounted cast drums.

E. Haldex Automatic Slack Adjusters

F. All air tanks and reservoirs must be aluminum with pull drain cords.

G. Pull drains on each reservoir with loose end of the cable attached professionally in a

location that is easily accessible to the operator.

H. Wabco SS-120 Plus air dryer with integral heater and governor (frame mounted).

I. Shall be wired for electric brake controller.

J. Electric brake controller shall be mounted in dash

K. Shall have brake backing plates on all axles.

9. Rear Springs and Suspension:

A. 26,000 lb. spring capacity minimum.

B. Fore/aft and transverse control rods.

C. Must be leaf-style rear springs.

D. Clearance between dual tires shall be 2” minimum. Clearance between inner dual tires and

suspension system or brake chambers shall not be less than 2”. This minimum clearance must

be retained under all normal operating conditions under capacity loading. Local modifications

will not be accepted. Special spacers or wheel components will not be accepted.

E. All hardware shall be designed for extreme services.

10. Steering:

A. Heavy duty design suitable for snowplow and dump truck service and for in-town

driving.

B. Power steering with replaceable filter with large capacity reservoir.
