Description

NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/NOTICE OF INTENT. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.





The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division (CCSD), Air & Ground Contracting Branch, (AFLCMC/HNCKA) hereby gives notice of its intent to award a sole source Blanket Purchase Agreement (BPA) to GigaBiter, Boyertown, PA, Federal Supply Schedule, GS-03F-0096U, for the purpose of providing on-site mobile destruction/sanitization services of controlled and/or classified communications security devices for CCSD, Joint Base San Antonio, San Antonio, TX. This sole source BPA will be executed in accordance with the Revolutionary Federal Acquisition Regulation overhaul, 8.401 and General Services Acquisition Regulation 538.7104-(b)(2)(ii), “The circumstances of the acquisition deem only one source capable of providing the products, services or solution.” This is based on the National Security Agency’s (NSA) evaluated products list for solid state disintegrators and it’s approved list of vendors who are qualified to destroy the material in accordance to approved guidelines.





The North American Industry Classification System (NAICS) Code is 561990 and the Size Standard is $16.5M.





Period of Performance: Base year of 12 months from date of award, with four (4), one-year option periods.





The Government intends to make an award by 30 September 2026.





This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.





If a firm believes it is capable of meeting the Government’s requirement, it may identify its interest and capability to the Contract Specialist and/or Contracting Officer within five (5) business days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Ombudsman





1. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.





2. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).





3. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/FLDCOM/DRU/DAFRCO ombudsman/ombudsmen]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.





4. The ombudsman has no authority to render a decision that binds the agency.





5. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
