TO ALL POTENTIAL RESPONDENTS:
The Request for Proposals (RFP) for the above-referenced project is hereby modified as set forth
in this Addendum. All other original RFP documents, including any previously issued addenda,
remain in full force and effect except as specifically modified as stated below.
1. REVISION TO PROPOSAL SUBMISSION DEADLINE
The deadline for the submission of proposals has been extended to ensure maximum
competition and allow respondents sufficient time to incorporate all provided information.

2. SUBMISSION INSTRUCTIONS
Proposals must be received by the
HAFC
no later than the revised date and time specified
above. Any proposal received after this new deadline will not be accepted. Respondents
should continue to follow the original submittal instructions found in Section 5.2 of the RFP.
All other documents listed in Part V (Forms and Attachments) remain unchanged.

The Housing Authority of Fulton County (
HAFC
) is seeking proposals from qualified law firms licensed to practice in the State of Georgia to serve as general legal counsel. The selected firm will provide comprehensive legal services to support
HAFC
operations, programs, and governance.
The scope of services includes, but is not limited to, advising the Board of Commissioners and staff on legal matters; attending board and other official meetings; drafting, reviewing, and approving contracts, resolutions, policies, and other legal documents; and ensuring compliance with federal, state, and local laws and regulations. The firm will represent
HAFC
in litigation, including eviction proceedings, contract disputes, employment matters, and appellate actions, and will provide counsel on labor and employment law, employee benefits, and personnel actions.
Additional responsibilities include legal support related to public housing and Housing Choice Voucher (Section 8) programs; real estate transactions and development activities, including tax credit financing; procurement and bid protests; construction and vendor disputes; bankruptcy matters; and financing and debt issuance. The firm will also advise on Fair Housing compliance, tenant grievance procedures, and the development of policies, leases, and program documents.
The selected firm must demonstrate experience in public housing authority operations, federal subsidy programs, real estate law, and Georgia public employer labor and employment law.
Historically, legal services under this contract have ranged between approximately 200 and 750 hours annually; however, this estimate is provided for informational purposes only and does not guarantee a minimum or maximum level of work.
