Outright Purchase of a Multifunction Printer

Follow-up Questions and Concerns received from Xerox Corporation on July 23, 2026.

1. Print Speed Requirement

Xerox Initial Question:

With regard to the print speed requirement of “Minimum 40 pages per minute (ppm) or greater,” Xerox

requested that the specification be revised to allow a range of “35 to 40 pages per minute (ppm) or

greater” to permit consideration of additional qualifying models.

GSA Response:

“Specification amended to read ‘Up to 40 pages per minute or greater.’”

Xerox Follow-Up Request:

Xerox respectfully requests clarification regarding the amended specification. The phrase “up to 40 pages

per minute or greater” appears to create a broad range that could allow devices with significantly lower

print speeds to be considered compliant. Taken literally, a device capable of printing only 10 ppm could

fall within the “up to 40 ppm” range, despite being substantially lower than the originally specified 40

ppm requirement.

In the copier industry, multifunction printers are typically offered in speed ranges such as:

 25-30 ppm

 35-40 ppm

 45-50 ppm

 55-60 ppm

 Higher

To better align with what appears to have been the original intent of the specification, Xerox respectfully

requests that the print speed requirement be narrowed to the 35-40 ppm speed range.

2. Paper Weight Requirement

Xerox Initial Question:

With regard to “Paper Weight: 14 lb. bond to 115 lb. index,” Xerox requested that the specification be

revised to “16 lb. bond to 115 lb. index”. This reflects practical operating ranges, as standard office

environments typically utilize 20 lb. bond paper.

GSA Response:

“Bid specification will remain the same. These specifications identify the agency’s minimum requirements

and do not preclude the submission of products with higher capabilities.”

Xerox Follow-Up Request:

Can GSA please confirm that a device supporting a paper weight range of 16 lb. bond to 115 lb. index

would be considered compliant with the specification of 14 lb. bond to 115 lb. index, given that 16 lb.

bond falls within the specified range?

If such a device would not be considered compliant, Xerox respectfully renews its request that the

specification be amended to “16 lb. bond to 115 lb. index.”

Response: Yes.

3. Warm-Up Time Requirement

Xerox Initial Question:

With regard to “Warm-Up Time: 60 seconds or less,” Xerox requested that the acceptable warm-up time

be revised to “90 seconds or less” to allow consideration of additional qualifying models.

GSA Response:

“Bid specification will remain the same. These specifications identify the agency’s minimum requirements

and do not preclude the submission of products with higher capabilities.”

Xerox Follow-Up Request:

Can GSA please confirm whether a device with a 90-second warm-up time would be considered compliant

with the requirement of “60 seconds or less”?

If such a device would not be considered compliant, Xerox respectfully renews its request that the

specification be revised to allow a warm-up time of 90 seconds or less.

Response: See Amendment #4.

Follow-up Questions and Concerns received from All Star Guam Copier on July 27, 2026.

1. Under SPECIFICATIONS Print Speed:

o Currently reads Up to 40 pages per minute (ppm) or greater

 The verbiage allows submissions to include speeds as low as 1 page per minute, which

wouldn’t satisfy the department’s workflow requirements

 Requesting amendment to read: Minimum 40 pages per minute (ppm) or greater

Response: See Amendment #4.

2. Under SPECIFICATIONS Automatic Document Feeder:

o Currently reads up to 320-sheet capacity

 Similar to the Print Speed spec, the verbiage allows submissions to include document

feeder capacity as low as 1 page, which wouldn’t satisfy the department’s workflow

requirements.

 Requesting amendment to read: Minimum 320-sheet capacity

Response: See Amendment #4.

3. With the amendments requested, we are requesting a 1-week extension for the Bid Submission and

Opening deadline to give all bidders time to adjust their submission.

o Currently: Monday, August 10, 2026

o Requesting: Monday, August 17, 2026
