REQUEST FOR PROPOSALS– Hopkinsville Solid Waste Enterprise
The Hopkinsville Solid Waste Enterprise will be accepting Proposals for Refuse Hauling.
Each proposal should be in a sealed envelope marked:
“SEALED PROPOSAL – Refuse Hauling

Proposals may be mailed or hand-delivered, but must be received at the above address no later than June
15, 2026 at 10:30 a.m.
If you are a licensed contractor interested in proposing on this work, you can obtain an RFP
packet on the City’s website www.hopkinsvilleky.us
The Hopkinsville Solid Waste Enterprise reserves the right to reject any and all proposals
not prepared and submitted in accordance with the provisions of this Advertisement
and/or the Specifications contained in the RFP.
General
Request for Proposals, subject to the conditions, specifications, and instructions below, will be accepted
until June 15, 2026 at 10:30 a.m. at which time bids will be opened and read aloud publicly at Hopkinsville
Solid Waste Enterprise, 5663 Mount Zoar Latham Road, Hopkinsville, KY 42240. Telephone: (270) 887-
6245.
All proposals are to be submitted on and in accordance with the attached Form. The form must be signed
by an authorized representative of the proposer and dated in the appropriate space.
Proposers are invited to propose on one or more of the services listed below, and are not required to
propose on all of the services. Proposers are required to provide stand-alone pricing for each of the services
they propose to provide.
Additional information or clarification of any of the instructions or information contained herein may be
obtained from the HSWE General Manager, Bryan Silver at (270) 887-6245.
Specifications are based on Solid Waste needs and standards to meet specific Solid Waste requirements.
Specifications are not established arbitrarily to limit competition or to exclude otherwise competitive
proposals.
In case of disputes as to whether the service quoted or delivered meets specifications, the decision of the
HSWE General Manager or other authorized Solid Waste representative shall be final and binding on all
parties.
Bidder's Responsibility to Solid Waste
The Hopkinsville Solid Waste Enterprise will hold each proposer responsible for compliance with all
specifications and compliance with all federal, state, and local laws and regulations applicable to this RFP
and any subsequent contract.
Contract Period
Contract will begin approximately 90 days after award.
Pricing or Bid Amounts
Throughout the term of the contract(s), the contract prices may not be changed.
Addenda
Any proposer(s) finding discrepancy in or omission from the specifications, in doubt as to their meaning, or
believing that the specifications are discriminatory shall notify the HSWE General Manager, in writing, a
minimum of five (5) working days before the scheduled proposals opening. Clarifications or changes in
these specifications will be issued, in writing, only by the HSWE General Manager or his authorized
representative, and posted on the City of Hopkinsville’s website: www.hopkinsvilleky.us. All inquiries should
be directed to the HSWE General Manager. Exceptions, as taken by the proposer(s), in no way obligates
HSWE to change the specifications.
Taxes
Quoted prices shall include all federal, state, county, and city taxes. HSWE will not agree to change any
proposal prices because a successful bidder failed to include any taxes.
Receipt of RFP Acknowledgement
Each proposer is asked to return the attached Acknowledgement of Receipt Form either by delivery or mail
at the above-mentioned address prior to submitting a proposal.
Submission of Proposals
The submission of a proposal shall be considered an agreement by the proposer to all the terms, conditions,
and specifications provided herein and in the various RFP documents. Any proposer may withdraw its
proposal either in person or in writing at any time prior to the selection of the awarded proposal.
Proposal Evaluation Bases
Proposals which show any omission, irregularity, and alteration of forms, conditional or unconditional
additions not called for, unresponsive proposals may be rejected.

HSWE reserves the right to reject any and all proposals .
Award of Contract
All proposers shall submit evidence of its qualifications concerning financial and technical resources to
guarantee responsiveness to the contract. Failure of any proposer to demonstrate to HSWE officials the
ability to be responsive shall be grounds for rejecting the proposal.
HSWE reserves the right to award alternate contracts when the first contractor cannot perform the work
within the timetable specified by HSWE.
All proposals will be judged on the basis of best option for HSWE, compliance with all instructions, and
conformance with the specifications.
The HSWE General Manager reserves the right to award contracts in such a way as to be in the best
interest of HSWE.
A condition of any contract shall be the disclosure of any subcontractors to be used in the performance of
the contract.
Payment
Upon satisfactory completion of task and receipt of invoice, payment will be made within thirty (30) days.
Termination
Failure of the contractor(s) to comply with any section or part of the proposal or subsequent contract will be
considered grounds for termination of the contract.
The contract may be terminated by either party by giving 90 days written notice to the other party.
Invitation to Submit Proposal
Hopkinsville Solid Waste Enterprise is requesting proposals from qualified and insured hauling contractors
to provide refuse hauling, flatbed hauling, and/or tanker hauling services originating in Hopkinsville,
Kentucky. Services include daily transport to White Plains, Kentucky, as well as local tanker hauling within
Hopkinsville, KY.
Proposers are invited to propose on one or more of the services listed below, and are not required to
propose on all of the services. Proposers are required to provide stand-alone pricing for each of the services
they propose to provide. All proposals must be submitted on a costperload basis.
SCOPE OF WORK
1. Refuse Hauling
Origin: Hopkinsville, KY
Destination: White Plains, KY
Estimated Volume: 6 loads per day
Schedule: Monday through Friday
Material: Refuse/solid waste
Trailers: Provided by Hopkinsville Solid Waste Enterprise in good working condition, if needed
Contractor Requirements:
o Provide refusecapable trucks meeting all DOT and environmental regulations.
o Ensure sameday delivery unless otherwise directed.
o Maintain clean, leakfree equipment.
2. Flatbed Hauling
Origin: Hopkinsville, KY
Destination: White Plains, KY
Estimated Volume: 2 loads per day
Schedule: Monday through Friday
Material: Palletized or bulk materials requiring flatbed transport
Contractor Requirements:
o Provide truck and flatbed trailers with proper tiedowns and safety equipment.
o Secure all loads per DOT standards.
o Maintain tarps and straps in good condition.
3. Tanker Hauling (Local Routes)
Origin: Hopkinsville, KY
Destination: Local routes within Hopkinsville, KY
Estimated Volume: 4 loads per day
Material: Salt brine and leachate
Tanker: Provided by Hopkinsville Solid Waste Enterprise in good working condition
Contractor Requirements:
o Provide appropriate truck for the tanker.
o Ensure drivers are trained and certified for tanker operation.
o Maintain spillprevention and emergency response readiness.
