Pursuant to Section 3-05 of the New York City Procurement Policy Board Rules, the Fire Department of New York (FDNY), intends to enter into negotiations for an agreement with Vanguard Direct, Inc to provide ongoing hosting, licensing, upgrades, maintenance and technical support of the ARCS hosted predictive dialer system and mobile application required by the Department for a five (5) year term.

The FDNY has determined that Vanguard Direct Inc. (Vanguard) is the sole authorized provider of support services for the proprietary software software program ARCS used by the Fire Department. Vanguard is the software developer of ARCS (Automated Recruitment Communication System) and are the only company qualified to offer comprehensive system maintenance and support for the system. Any firm that believes it is qualified to provide these services is invited to do so. Please indicate your interest by responding to this RFI EPIN:05726Y0613 in PASSport no later than September 24,2026, 2:00 P.M.
