Overview


Summary

The City of Norfolk (“the City”) seeks proposals for speech therapy, occupational therapy/physical therapy, and teaching of the visually impaired services for children who reside in the City on an as-needed basis. The City estimates that fifty (50) to one hundred (100) students will need services each academic year. The number will vary depending on the number of Individual Educational Programs (“IEP”) issued. Eligible students range in age from two (2) years to twenty-one (21) years, inclusive of the 22 nd birthday.



Background

The Virginia Children’s Services Act (Code of Virginia §2.2-5200 et seq.) (“CSA”) provides for innovative systems of services and funding for Virginia’s children and families. The Act blends eight categorical funding streams from four state level agencies and creates local interagency Family Assessment and Planning Teams (“FAPT”) to support at-risk youth and families. Services are child-centered, family-focused, and community-based. Emphasis is on reducing out-of-home and out-of-community placements. Agencies are expected to work together to develop community-based alternatives and natural supports.

The City may award the contracts resulting from this solicitation to multiple vendors.
