Queen Anne’s County Area Agency on Aging is seeking qualified in-home care providers to submit bids for the provision of non-medical and/or medical home care services for clients residing in Queen Anne’s County. The purpose of this Invitation to Bid (ITB) is to establish a contract with one or more providers who can deliver high-quality, reliable, and compassionate care.

The selected provider(s) will be expected to deliver services to Queen Anne’s County residents that may include, but are not limited to:

Personal care (bathing, grooming, dressing)

Assistance with activities of daily living (ADLs)

Meal preparation and feeding assistance

Light housekeeping

Medication reminders

Companionship

Transportation to appointments (if applicable)

Skilled nursing services (if applicable and licensed)

Providers should clearly specify which services they offer.

1. Introduction

Queen Anne’s County Area Agency on Aging is seeking qualified in-home care providers to submit bids for the provision of non-medical and/or medical home care services for clients residing in Queen Anne’s County. The purpose of this Invitation to Bid (ITB) is to establish a contract with one or more providers who can deliver high-quality, reliable, and compassionate care.

2. Scope of Services

The selected provider(s) will be expected to deliver services to Queen Anne’s County residents that may include, but are not limited to:

3. Contract

Date of contract: July 1, 2026-June 30, 2028

Service to Begin: July 1, 2026

This Agreement is contingent upon the availability of grant funding.

4. Eligibility Requirements

Bidders must meet the following minimum qualifications:

• Proper licensing and certification as required by state and local regulations

• Proof of insurance (liability, workers’ compensation, etc.)

• Background checks for all staff

• Minimum years of experience in providing in-home care services

• Ability to service the geographic area outlined above

5. Proposal Submission Requirements

All bids must include the following:

• Company profile and experience

• Description of services offered

• Staffing qualifications

• Pricing structure (hourly rates, packages, etc.)

• References (at least 2 clients or contracts) contact information or letters

• Copies of licenses and/or certifications

• Certificate of Insurance must be provided if contract is awarded

6. Evaluation Criteria

Bids will be evaluated based on:

• Experience and qualifications

• Range and quality of services offered

• Cost competitiveness

• References and past performance

• Compliance with submission requirements

7. Selection Criteria:

We may select more than one company to work with to ensure client choice and abundance of In-Home Care Workers for geographic area. Clients will try to be evenly distributed between the providers.

8. Submission Instructions

Bids must be submitted by June 15, 2026 by 3:00 PM via:

Late submissions will not be considered.

10. Terms and Conditions

• Queen Anne’s County Area Agency on Aging reserves the right to reject any or all bids.

• This Bid does not obligate the organization to award a contract.

• Selected provider(s) will be required to enter into a formal agreement.

11. Award Notification

The selected provider(s) will be notified by June 22, 2026.
