Solicitation Description:

1.1          INTRODUCTION

The Cameron County WorkforceDevelopment Board, dba Workforce Solutions Cameron (WFSC), is a volunteer bodyappointed by the Chief Elected Officials (CEO’s); Cameron County Judge and Cityof Brownsville Mayor of the Workforce Development Area (WDA), in accordancewith the Workforce Innovation and Opportunity Act (WIOA) and SB642 as amendedby HB 1863. WFSC is made up of community representatives appointed by localelected officials to plan and oversee the operation of the one-stop deliverysystem in Cameron County. WFSC also functions as the administrative entity andgrant recipient for the Workforce Development Area. It also provides policy andprogram guidance and exercises independent oversight, and evaluation of theone-stop delivery system that affects area employers, residents and job seekers.

1.2 ACTIVITIESAND SERVICES SOLICITED

WFSC is seeking proposals fromqualified organizations to provide Professional Employer Organization servicesfor thirty-three (33) staff of the workforce development board located inCameron County with an annual payroll of approximately 2.5 million.

1.3 BACKGROUND

WFSC is one of 28 local workforceboards that comprise a local-state network dedicated to developing theworkforce of Texas. The boards oversee planning and provision of services on aregional level to give job seekers and employers in Cameron County access tolocal workforce solutions and statewide services in the Texas workforce centers.

WFSC consists of a Board whichoversees the operation of 2 workforce centers in Cameron County, Texas. Theseworkforce centers are operated by an independent contractor and provide jobseekers and employers solutions to their employment needs. WFSC Board does notprovide services directly. Rather, it is responsible for the oversight andmonitoring of workforce center operations.

1.4 LEGISLATIVE AUTHORITY

All contracts funded from thisRequest for Proposal are subject to the following requirements: the WorkforceInnovation and Opportunity Act (WIOA), public Law NO: 133-128; federal laws andregulations concerning nondiscrimination and equal opportunity; federal laborlaws and standards; state workforce development plans and policy; and plans andpolicies of WFSC related to federal job training programs.

Responses to all submitted questions will be posted onour website on October 27, 2025.  Please submit all questions via e-mail with a Read Receipt so thattransmissions can be verified.
