Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Simformotion LLC. d/b/a Cat Simulators (Simformotion), in the amount of $386,720.83 for the one-time purchase of three (3) CAT Simulator Base Units. The CAT Simulator Base Unit includes freight, installation, three (3) years of technical support, and three (3) one (1) year SimScholars subscriptions for the backhoe loader, excavator curriculum and small wheel loader that offers a real-life onsite training simulation experience that will allow employees to affectively enter simulated field operations to increase productivity. The technical support and SimScholars subscriptions offer an annual renewal at the rates of $725.00 and $1,998.00 per year, respectfully. This procurement is being made in accordance with Section 3-208(1) of the County’s Procurement Policy as only one (1) manufacturer makes the item meeting salient specifications and that manufacturer only sells exclusively through one regional representative, Simformotion. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached Vendor Quote No. QU-011306, dated December 4, 2024, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
