The City of Moab seeks statements of qualifications (SOQs) from professionals to collate existing
studies and plans to generate a consolidated Downtown Master Plan for City Council adoption.
This effort supports the City's FY 2027 Strategic Plan priority of adopting and initiating
implementation of an updated vision for the downtown corridor.

Project Background
Moab is a rural community of approximately 5,000 residents and serves as a gateway to significant
recreation and tourism destinations. Seasonal visitation can increase the daily population to more
than 30,000 people, creating unique demands on public infrastructure, transportation systems,
housing, economic vitality, and the downtown environment.
Main Street (U.S. Highway 191) serves as both the community's primary commercial corridor and a
regional transportation route. The corridor must accommodate the needs of residents, businesses,
employees, and millions of annual visitors while maintaining community character, accessibility,
safety, and economic vitality.
The consolidated Downtown Main Street Master Plan will establish a long-term vision and
implementation framework for the corridor. The plan should profile existing conditions, identify
opportunities and constraints, and recommend strategies that support smart public asset
management, transportation access, economic development, housing stability, public spaces, and
overall quality of life.
The selected consultant will be expected to engage city staff and consolidate and collate data,
conditions, and recommendations from existing studies and plans to generate a Downtown Master
Plan that aligns with and advances the City's goals for sustainable growth and community wellbeing.
The plan should include and consider social determinants of health, including housing,
transportation, economic opportunity, access to services, and community connectivity, while
creating a practical roadmap for future public and private investment in downtown Moab.
Objectives
● Consolidate relevant information from previous plans.
● Incorporate collected information with City staff input into an updated plan.
● Establish a unified ten year vision for downtown Moab.
● Develop an actionable implementation framework to residential and visiting population
needs.
Schedule
Grant funding for this project has a deadline of June 1, 2027. Any intermediate deadlines for
presentations or drafts will be determined with the selected consultant.
Scope of Services
The City of Moab seeks professional services to collate existing studies and plans to generate a
consolidated Downtown Master Plan for City Council adoption. The consolidated plan should
primarily incorporate findings and recommendations from relevant adopted plans and policies. The
intent of this project is to consolidate and modernize the existing plans and policies that guide
direction for the City of Moab Downtown, rather than create an entirely new master plan.
The selected consultant shall coordinate closely with City staff throughout the project and shall
anticipate at least three coordination meetings with staff, as well as presentations to the Planning
Commission and City Council at key project milestones.
Task 1: Project Management
The consultant shall appoint a point of contact for the City and manage a project kickoff meeting and
ensuing coordination meetings with staff. The consultant shall present the draft recommendations
and final plan update to the Planning Commission and City Council, as requested by the City.
Deliverables:
● Project kickoff and regular check in meetings with City staff
● Associated meeting notes
● Presentation materials for Planning Commission and City Council
● At least one remote presentation to City Council
Task 2: Existing Document Review
The consultant shall review the 2024 Roadway Safety Audit, 2024 Moab Parks and Recreation
Master Plan, 2024 Grand County Non-Motorized Trail Master Plan, 2023 Sustainability Action Plan,
2022 Moab - Tomorrow Together Vision and Strategic Plan, 2022 Unified Transportation Master
Plan, 2017 Downtown Master Plan, 2017 Moab City General Plan, City staff input, and other relevant
adopted plans and policies and other relevant plans, studies, and background materials provided by
the City. The consultant shall coordinate with City staff to identify completed projects, changing
conditions, current priorities, and desired updates to the plan.
Deliverables:
● Review of existing plans and technical documents
● Existing conditions and plan update memorandum
Task 3: Downtown Main Street Master Plan Update
The consultant shall update the 2017 Downtown Main Street Master Plan based on the existing
document review (Task 2), findings from the 2024 Roadway Safety Audit and direction provided by
City staff. The update shall revise plan recommendations, maps, graphics, and supporting narratives
as necessary to reflect current conditions and future priorities.
The updated plan shall include:
● An illustrated and written vision statement for downtown Moab.
● Updated transportation and mobility recommendations for motorists, pedestrians, bicyclists,
transit users, and other roadway users.
● Revised future land use guidance and mapping to inform future planning and zoning
decisions.
● Identification of key public and private improvement opportunities needed to support future
land use and transportation objectives.
● Updated urban design and redevelopment guidance for downtown properties and public
spaces.
● Recommendations for parking management and parking facilities.

Task 4: Implementation Strategy
The consultant shall update the implementation section of the plan to reflect current City priorities
and provide a practical framework for future decision-making and capital investment.
The implementation strategy shall identify:
● Short, medium, and long term project priorities.
● Recommended public infrastructure improvements.
● Policy and regulatory recommendations.
● Potential funding and financing opportunities.
● Responsible parties and implementation timelines.

● Updated implementation matrix
● Prioritized project list
● Funding and implementation recommendations

All requests for clarification regarding this RFQ must be submitted in writing, according to the dates
and person identified on the cover page. Any questions or comments directed by a
respondent to persons outside of the individual listed above are inappropriate and
such activity may result in that SOQ being deemed non-responsive.
SOQ Requirements and Weights (100 Total Points)
SOQs may be up to 10 pages total. A cover and cover letter may be included outside the page count.
The selection committee will review the submitted SOQs based on these criteria:

Points: 25
Provide names, educational background, and experience of each team member, including sub
consultants, if applicable. The information should describe the nature of the work and the role of
these individuals and/or companies as they relate to this project. Include names and qualifications of
outside consultants and associates that may be employed to assist on this project.
Project Relevant Experience
Points: 35
Describe and provide links to or documentation for a minimum of three (3) current projects or
projects completed within the last five years. Include links to the plans or client contact information.
Preference will be given to respondents who have developed related plans for the Moab area or
similar municipalities.
References
Pass/Fail
Provide a minimum of three (3) business references, including names, addresses, phone numbers,
and a description of the work you performed, with a preference for similar projects. If these
references are included in project experience, additional ones are allowed but not required.
Project Approach
Points: 25
Demonstrate a clear understanding of the Scope of Services and approach for completing the
deliverables. The consultant may propose services that differ from the Scope if the changes more
efficiently or effectively achieve the project’s objectives.
Anticipated Timeline
Points: 15
Include a timeline for the Scope of Services to fit in within grant funding constraints.
Optional Interviews
The selection committee reserves the right to select a short list of the highest scoring respondents for
interviews. Interviews will be scored with the same method of evaluation. See the Terms &
