SNOW REMOVAL / EQUIPMENT RENTAL FOR 2026-2027

Sealed quotes will be received at the office of the Chief Finance Officer of the City of Watertown, 20 North Maple, PO Box 910, Watertown, SD 57201, up to 2:00 P.M., Thursday, September 24 ^th , 2026. All quotes must be submitted in a plain, sealed envelope and must be clearly marked as: “QUOTES FOR SNOW REMOVAL / EQUIPMENT RENTAL 2026-2027.” A copy of your current insurance policy shall be provided.

At the time named above, such quotes will be opened. Plans and specifications for such quotes are on file in the City Finance Office, where the same may be examined.

The right is reserved to reject any or all quotes, or any part of any quote, or to accept a quote other than the lowest in case it seems advisable to said City Council so to do. No person may withdraw his quote within thirty (30) days after the actual date of opening thereof.

FOR THE CITY OF WATERTOWN, SOUTH DAKOTA,

FROM OCTOBER 1st, 2026, TO SEPTEMBER 30th, 2027

All hourly quotes shall include all necessary labor, equipment, fuel, lubricants, parts,

repairs, cutting edges, mileage, and necessary safety equipment. All contractors are paid from the time of arrival

at work site until the last load of material is dumped. Unless work is being performed during lunch, the lunch

hour will not be paid.

Motorgraders

All motor graders must be 150 HP or more. Wing and V-plow will only be used at the request of the City Street

Superintendent. The wing must be mobile for on-the-go plowing, for up-and-down winging of snow. The

Watertown Street Division will sell, at cost, motor grader cutting edges to contractors only plowing snow for the

City Owned Sidewalk Snow Clearing & Deicing

Laborer per hour rate shall include all labor, equipment, and deicing material. Contractors are required to place

deicing material if, at any time, slick conditions exist on sidewalks. Deicing material expense is considered

subsidiary to sidewalk snow clearing & deicing.

If the contractor is inclined to use other equipment that he/she has quoted within this document for sidewalk

snow removal, he/she must get pre-approval from the Street Superintendent. Deicing material will not be paid for

separately from any quoted equipment and is considered subsidiary to sidewalk snow clearing & deicing (i.e. use

of a skid steer to clear sidewalks must include deicing for the quoted price).

The laborer's per-hour rate is intended for a worker to assist City staff with certain projects

(such as City-Wide Cleanup). City does NOT provide a vehicle in the event one is needed to perform a task.

Special Notes

The Street Superintendent shall, at his discretion, determine the size of equipment that will be necessary to do

specific jobs at any time he feels rental equipment is required for snow removal operations. All hourly quotes

shall include all necessary labor, equipment, fuel, lubricants, parts, repairs, cutting edges, and necessary safety

equipment. The contractor shall work at all times in areas as directed by the Street Superintendent.

All contractors are paid from the time of arrival at the work site until the last load of material is dumped. Lunch

hour will not be paid unless work is being performed during this time. All invoices should include the piece of

equipment that was used, date of which the work was performed, & the timeframe of which the work was

performed, the total amount of hours worked. If there is not an invoice number on the bill, the invoice will not be

processed. The invoices are to be submitted to the Street Division on or before the 18th of every month to be paid

the following month. The Street Division is not responsible for verifying that all bills have been turned in for

every contracted use event.

Compensation and public liability insurance: Before work on the contract will be permitted to start, the contractor shall

present to the City satisfactory evidence that he has taken out and will maintain, during the life of the contract, adequate

compensation insurance for all of their employees, directly or indirectly employed at the site of the work. Must have proof

of liability insurance provided to the Watertown Finance Office (PO Box 910) by October 1st. to At the same time, the

contractor and any sub-contractors shall present to the City satisfactory evidence that they have taken out and will maintain

property damage insurance, with a minimum of $1,000,000 per occurrence to protect themselves and the City from all

claims arising from injury or damage to persons or property of others as a result of the performance of work covered by

these specifications. The contractor will be held responsible for any damage done to any public or privately owned property

due to the contractor’s negligent operations. The contractor must have all appropriate certifications required for the job (i.e.

Class A CDL). The contractor agrees to indemnify and hold harmless the City of Watertown for any claims or liabilities

arising from operations under this agreement.
