Public Works Facilities On-Call General Contractor Services
for City of San Mateo, CA
The City of San Mateo is soliciting proposals from interested parties to provide on-call general
contractor services for Public Works Facilities projects through June 2028. Proposals shall be submitted
by qualified contractors that have a capable and demonstrable background in the type of work
described in Section II of this notice. In addition, all interested parties shall have sufficient, readily
available resources in the form of trained personnel, support services and financial resources to carry
out the work without delay or shortcomings. The proposals shall be submitted to Steve Wu, Facilities
and Fleet Services Manager, no later than 4:00 PM Pacific Daylight time on Tuesday, June 16, 2026.
I. INTRODUCTION
The City of San Mateo intends to contract with a qualified and State of California Registered Business as
a General Contractor(s) for general building related services. The City intends to pre-select a minimum
of three (3) qualified General Contractors to provide all labor, materials, equipment, tools, and
supervision necessary for the service, repair, maintenance, replacement, installation, and/or upgrade of
building systems in all municipal buildings as needed. Award of a contract does not obligate the City to
engage the Contractor in performing any minimum amount of service during the contract period. This
will be a two (2) year contract.
Supervision shall be under the general guidance of the City of San Mateo Public Works – Facilities
Division. This is a support services contract that will work with and for Facilities Maintenance staff.
II. SCOPE OF WORK
a. On-call General Contractor Services includes but is not limited to the labor, materials,
equipment, tools, and supervision necessary for the service, repair, maintenance,
replacement, installation, and/or upgrade of building systems not limited to the listed
facilities (APPENDIX A) in the City of San Mateo.
b. Building systems include, but are not limited to: Roofing, demolition, framing, drywall, flooring,
doors, painting, masonry, acoustical drop ceilings, carpeting, and any other associated
building systems as directed.
c. Tasks will be priced accordingly either Time and Material or Lump Sum based on scale of work
and/or projects up to $50,000. Any project up to $100,000 is per City’s discretion with
consideration to specific requirements.
III. EXPERIENCE / QUALIFICATIONS / SKILLS
a. Contractor shall be able to demonstrate knowledge, experience, and ability to those items
specifically listed in APPENDIX B.
b. Contractor shall have been in business, and registered by the State of California, as a General
Contractor for at least five (5) years.
c. There must be at least one (1) Lead Carpenter on staff with at least ten years’ experience
thereof, and if less, demonstrated ability as such through work history experience.
d. There must be at least one (1) Carpenter Apprentice on staff with more than five years’
experience thereof.

e. Contractor must be a registered business in California, have ample facilities, accounts, and
equipment required of a qualified General Contractor.
f. Must be able to submit any standard cost estimate for planned or scheduled work in a timely
manner not to exceed (5) business days from the time of notification.
g. Must be able to make basic cost estimates for labor include in the project or job assignment
descriptions.
h. Must be able to work cooperatively with City staff or third-party consultants when working on
assigned site projects.
i. Must be professional and presentable when on-site.
j. Municipal experience is preferred and highly desired.
IV. PROTECTION OF WORK AND PROPERTY
a. The selected Contractor(s) shall, during the period of inspection and/or repair, maintain clean
and safe working conditions at all times and shall be responsible for keeping the areas free
from all debris, machine parts, tools, etc. and shall leave the areas clean and orderly.
b. All used parts and/or demolished materials must be removed to a point of disposal off the
building premises at the close of each working day.
c. The Contractor shall continuously maintain adequate protection for all of their items from
damage and shall protect the owner’s property from damage, injury or loss arising in
connection with this contract.
d. Selected contractor(s) must have all their employees working in the City of San Mateo undergo a
Live Scan Fingerprinting check before performing any work.
e. The contractor(s) shall have proper safety devices maintained at all times while in use.
f. If equipment does not contain proper safety devices and/or is being operated in an unsafe
manner, the City shall direct the Contractor(s) to remove such equipment and/or the
operator until the deficiency is corrected to the satisfaction of the City of San Mateo.
g. The Contractor(s) shall be solely responsible for injury to persons and or City property caused by
the operation of the equipment.
V. SUBMISSION INFORMATION
Application Submittal: A complete package must be submitted in electronic PDF format via email as
specified below. Incomplete submittals will not be accepted. 8 1/2" x 11" page sizes should be used.
The proposal shall be limited to ten (10) pages. Resumes for proposed personnel will not be counted
towards the page limit. Items not specifically and explicitly related to the RFP and proposal (e.g.,
brochures, marketing materials, etc.) will not be considered in the evaluation.
a. Submittal packages are to include, but are not limited to the following:
• Cover Letter – highlighting the Contractor’s qualifications as they relate to this project
• Company Profile – general information about the firm
• Relevant Projects – descriptions of relevant work and the services provided by the Contractor
• Resumes – no more than one page for each key member of the project team
• References – at least three (3) current references including complete contact information
from entities that have personal knowledge of the applicant’s ability to successfully
complete this type of assignment
• Rate Sheet – Applicant to include a fee schedule for each staff level that will be contributing
to the project

• Ability to fulfill the City’s insurance requirements and the City’s General Contractual Services
Agreement. A copy of this Agreement is included as APPENDIX C, for reference
b. Documents and Questions: The RFP is available electronically as a free download at
http://www.cityofsanmateo.org/bids.aspx. Addenda will be available as a download at the
same web location. Proposers are responsible for determining if any addenda have been
issued.

swu@cityofsanmateo.org. Questions must be received by June 11, 2026 at 4:00 p.m.
Questions received after the date and time stated will not be accepted. Questions will be
answered by the City via an upload onto the City website by the date indicated in the RFP
Timeline. The source of any questions will remain anonymous.
c. Submission Date: Complete proposal packets must be received no later than 4:00 PM Pacific
Daylight Time on Tuesday, June 16, 2026. Proposer shall send an electronic proposal via
email with the subject “FACILITIES ON-CALL GENERAL CONTRACTOR SERVICES – PROPOSAL
FROM [FIRM NAME]” to:

Late or incomplete submittals will not be considered. The City of San Mateo reserves the right to
reject any or all proposals and to waive informality and any irregularity in the submissions.
VI. RFP TIMELINE
The City has designated the following activities and dates as key to the project schedule. Proposers are
encouraged to assist the City in adhering to this timeline. The City reserves the right to change the
schedule at its own discretion.

VII. SELECTION PROCESS
Proposals will be evaluated and ranked by City of San Mateo staff. City will assess the proposer’s
qualifications, experience, strength in terms of resources and the ability to perform the work. City may,
at its discretion, request that an applicant modify or supplement their submission with additional
information. Evaluation of proposals may be based upon but not limited to the following criteria:
a. Knowledge and experience – Include a summary of experience that pertains to the disciplines
described in Section III.

b. Key Personnel Background – Name, position, and related years’ experience and responsibilities
of key personnel assigned to this work.
c. Facilities Description – Provide a detailed summary describing your shop and/or headquarters,
active supplier accounts you have credit with, and any vehicles/equipment used for work
purposes.
d. References – Provide at least three (3) complete references from companies that have used the
Contractor’s services in the past. References must include the following current information:
o Organization or company name
o Physical mailing address, phone number and email address
o Contact person
o Description and date of project and/or type of services provided for each reference
e. Proposal Rate Sheet
o Provide a comprehensive Rate Sheet with Unit Rates by the Hour which shall include
labor, equipment, and any related costs to complete work in strict compliance with the
specifications, terms and conditions set forth in the document.
o Include both straight time and overtime rates per hour.
o Include a materials markup percentage (actual cost plus).
NOTE: Lead carpenter, carpenter apprentice, and laborer will be specifically listed for price
proposals. If a Contractor includes a position not listed as a requirement, it should be listed as
Other.
