Project Description: Hillsborough County intends to recommend the award of a sole source procurement to The Well Incorporated (The Well), in the amount of $638,841.00 through September 30, 2027, to provide continued support and services during the Phase 3 Implementation stage of the Homegrown Hillsborough Food System Program for the Extension Services Department. The Well has decades of specialized local experience and expertise in food system work, community development, internship management and administration, event planning, and effective community outreach within Hillsborough County, and has previously partnered with Homegrown Hillsborough to provide such services during Phases 1 and 2 of the Program. This procurement is being made in accordance with Section 3-205(2)(g) of the County’s Procurement Policy as The Well has unique expertise, and advanced knowledge, gained working with local food programs and with their specialized work during the first two phases with the Homegrown Hillsborough Food Program. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached sales order must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “Submit” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
