NOTICE TO BIDDERS
Sealed proposals will be received by the Purchasing Division of the City of High Point located
in the Municipal Operations Center, Warehouse Building at 816 East Green Drive, High Point,
NC 27260, until 2:00 PM on Wednesday, October 7, 2026. This will not be a Public Bid
Opening:

Repair of Final Clarifier #4 at Eastside WWTP
Bids are invited for work as follows as well as all related miscellaneous work:
The City of High Point is seeking a qualified contractor to replace the existing H60 Envirex
drive unit and Unitube TOW BRO Header for one (1) Envirex 145’ diameter H60AHT
TOW BRO Clarifier located at the Eastside WWTP. Additional work to be included are
the replacement of the ring seal, scraper curtains and manifold seals. All replacement
equipment and parts shall be furnished by the City of High Point.
All miscellaneous work related to the above. Quantities and major work items are more
thoroughly described herein.
A pre-bid conference will be held on Tuesday, September 15, 2026, at 11:00 AM at the Eastside
Wastewater Treatment Plant located at 5898 Riverdale Drive, Jamestown, NC 27282. City staff
will be available to discuss the project and answer pertinent questions. All prospective bidders
are urged and cautioned to attend so as to prepare bids based upon a full understanding of
project specifications.
General contractors are advised that all bids and contract award must comply with all applicable
law, including but not limited to N.C. Gen. Stat. § 87-1, et seq.
Copies of the Contract Documents and Plans may be obtained from Duncan Parnell at the below
address, by depositing a nonrefundable fee of $150 (plus tax and shipping) for each set so

A separate performance and payment bond each in an amount equal to one hundred percent (100%)
of the contract price will be required after bid award.

further reserves the right to waive irregularities and informalities in any bid submitted.
In accordance with the Americans with Disabilities Act of 1990, as amended, 42 U.S.C. § 12101 et
seq., and regulations promulgated thereunder, including but not limited to 28 C.F.R. parts 35 and
36 and 29 C.F.R. part 1630, the City of High Point will not discriminate against individuals and
