NOTICE TO PROPOSERS
The Camden County Board of Commissioners is seeking proposals to furnish all labor, equipment,
and materials for a high pressure air compressor replacement for Kingsbay Navy Base.
SUBMISSION: One (1) original and three (3) copies of required proposal document must be submitted in
a sealed envelope marked “HIGH PRESSURE BREATHING AIR COMPRESSOR REPLACEMENT
Proposal #P27-4200-05”, mailed or dropped off at the address below.

The proposal opening will be conducted in person on October 1st, 2026 at 2:15PM, in the historic court room,
located at 200 East 4th Street, Woodbine, GA 31569. Proposal prices will not be read.
Proposals will be accepted at the above address until the time and date specified above, and immediately after
will be publicly opened and contractor names only will be read aloud.
Proposals received after the required time or in any other location other than the Purchasing Office will not be
accepted. Camden County will not be held liable for misdirected deliveries nor deliveries that are late due to
shipping carrier. Faxed submissions will not be accepted.
All proposals submitted in response to this request shall become the property of Camden County and will be a
matter of public record available for review after award.
Proposals may be withdrawn by written request only if the request is received prior to the time and date set for
the opening proposals. Negligence on the part of the proposer in preparing the proposal confers no right of
withdrawal or modification of the proposal after it has been opened. No proposal may be withdrawn for a
period of Ninety (90) days after the time and date of opening of proposals.
QUESTIONS: regarding this project must be emailed to bids@camdencountyga.gov. All questions shall be
received by September 21st, 2026 and answered by September 24th, 2026.
BONDS: The successful proposer will be required to furnish a Performance Bond and Payment Bond, on or
before the issuance of Notice to Proceed, each in the amount of 100% of the Contract Amount. All other required.
Contract Documents must be fully completed and executed by the Contractor and his/her Surety, and submitted

to the Owner on or before the issuance of Notice to Proceed. The Owner reserves the right to reject any or all
bids, to waive informalities and to re-advertise, pursuant to federal and state law.
1. STATEMENT OF WORK & GENERAL CONDITIONS
1.1 Intent
This specification herein states the minimum requirements of the High-Pressure Breathing Air Compressor
Replacement Project. The intent of this specification is to disconnect, remove, and dispose of three (3) existing
RIX compressor units, provide and install three (3) new Sauer Hurricane Series compressor packages and
dryers, install four (4) wall-mounted exhaust fans, integrate controls with the site SCADA system, and certify
the air quality post-installation.
1.2 Proposal Terms & Responsiveness
All submitted bids must be regular in every aspect. Unauthorized conditions, limitations, or provisions shall be
cause for rejection. Any irregular or non-responsive proposals that are not prepared and submitted in accordance
with this RFP and specification document, or any proposals lacking sufficient technical literature to enable the
County to make a reasonable determination of compliance with the specifications, will be rejected. It shall be
the proposer’s responsibility to carefully examine each item of the specification. Failure to offer a completed
proposal or failure to respond to each section of the technical specification will cause the proposal to be rejected
without review as non-responsive. All variances, exceptions, and/or deviations shall be fully described in a
separate attachment titled "Exceptions to Specifications" with direct references to line/section numbers.
1.3 On-Site Field Assessment Context
The County utilized the services of a contractor to conduct an on-site field assessment of the High-Pressure
Breathing Air system to assist in the development of the specifications for this RFP and general improvement of
the system. The site survey consisted of a complete review of the original building construction plans as well as
an extensive review of the current system, including existing utilities, equipment pads, controls, and system
demand.
1.4 Project Oversight & Reservation of Rights
Camden County has an Intergovernmental Service Agreement with Naval Submarine Base Kings Bay and will
act as the project manager for the removal and installation of the specified equipment on the Naval Base. The
County reserves the right to reject any or all proposals or any part thereof, and to waive any minor
technicalities. All companies submitting a proposal must be qualified companies and meet all requirements as
noted in the contract documents and specifications.
2. SECURITY, SITE ACCESS, AND LOGISTICS (NAVAL SUBMARINE BASE KINGS BAY)
• Security Clearances: Contractor’s staff must pass all required Naval Submarine Base Kings Bay
security clearance checks (e.g., Defense Biometric Identification System / DBIDS) prior to commencing
work on site. All contractor personnel must be U.S. citizens or legally authorized non-citizens with
appropriate base access privileges.
• Base Access & Delays: Daily work will require entrance through restricted security gates. Contractor
shall factor potential gate delays and vehicle inspection times into their schedule and daily operations.

• Storage & Laydown Area: On-site laydown space will be designated by the County for temporary
storage of new equipment and decommissioned units during installation. The contractor is responsible
for securing, weatherproofing, and maintaining all tools and equipment placed in the laydown area.
• Hours of Operation: All work shall be performed during regular base business hours (Monday through
Friday, 0700–1600) and coordinated directly with County project staff.
3. GOVERNING CODES & APPLICABLE STANDARDS
All work, materials, and testing shall comply with the latest editions of the following standards:
1. Breathing Air Quality: OSHA 29 (CFR 1910.134) and CGA (G-7.1-2018) Grade D Breathing Air
Standards (Compressed Gas Association).
2. Electrical & Controls: National Electrical Code (NEC / NFPA 70) and OSHA Lockout/Tagout
Standards (29 CFR 1910.147).
3. Piping & Welding: ASME B31.3 (Process Piping) and ASME Section IX or AWS D1.1 Welding
Qualifications.
4. General Safety: OSHA 29 CFR 1910 General Industry Standards.
4. GENERAL INSTALLATION & SCOPE REQUIREMENTS
4.1 Decommissioning & Disposal
• Contractor shall safely disconnect, remove, and dispose of the three (3) existing RIX compressor units.
• Contractor shall drain, collect, and dispose of all corresponding hazardous fluids/oils using a certified
hazardous waste handler, providing proper hazardous manifest paperwork to the County—thus fully
releasing the County and Naval Submarine Base Kings Bay from liability.
4.2 Phasing & Operational Continuity
• Critical Constraint: Two (2) high-pressure breathing air compressor units must remain 100%
operational at all times during the project.
• Installation shall proceed sequentially, completing one compressor package completely (including
mechanical, electrical, SCADA connection, factory startup, and air certification) before taking the next
unit offline.
4.3 Mechanical & Structural
• Equipment Pads: Contractor shall utilize existing concrete equipment pads for installation of the new
units. Contractor shall verify dimensions and load ratings prior to placement.
• High-Pressure Piping: Contractor shall supply and install new Schedule 160, 3/16” wall-thickness, 1”
316 stainless steel piping using socket welded fittings to connect new compressor discharge lines to the
existing main manifold.

o Piping Quality Standard: Socket welding shall be performed by ASME Section IX certified
welders. Piping shall undergo hydrostatic or pneumatic pressure testing at 1.5 times operating
pressure prior to system charge.
• Handling Equipment: Contractor shall provide all cranes, rigging, forklifts, and equipment necessary
for safely removing old units and placing new units.
4.4 Electrical & Controls Integration
• Contractor shall perform electrical disconnect of existing line voltage using proper Lockout/Tagout
safety procedures.
• Contractor shall provide and install new electrical power supply wiring, conduit, and local unit
disconnect switches as required to accommodate the new 75 HP motors.
• SCADA Integration: Contractor shall fully integrate the new Sauer units with the existing facility
SCADA system.
o Contractor shall provide and connect all required control wiring, relays, and communication
modules (Modbus/Ethernet IP as required by the existing panel).
o Contractor shall supply a complete points map (Status, Alarm, Discharge Pressure, Running
Hours, Oil Pressure, Dew Point/CO trip) to Naval SCADA personnel and verify successful
signal transmission.
5. DETAILED UNIT SPECIFICATIONS
5.1 Compressor Packages (Quantity: 3)
Model: Sauer Hurricane Series, WP4251 – 24/7 Continuous Duty Breathing Air Compressor Package.
• Drive Motor: 75 HP motor with soft starter panel.
• Auxiliaries: Oil sump block heater; field-adjustable high discharge pressure safety shutdown switch.
• Air Purification & Treatment:
o Standard outlet filtration for oil-free air delivery.
o Regenerative desiccant dryer with twin-tower design and breathing air filtration system.
o Integrated CO (Carbon Monoxide) and Dew Point Continuous Monitoring Panel with automatic
high-level alarm shutdown.
o Self-contained chiller assembly for inlet/interstage moisture separation.
• SCADA Integration: Fully SCADA-ready with output interface board.
• Warranty: Standard twelve (12) month manufacturer warranty on units; contractor twelve (12) month
workmanship warranty covering all installation labor, piping, and electrical work.
