NOTICE TO PROPOSERS
The Camden County Board of Commissioners is seeking proposals to furnish all labor, equipment,
and materials for replacing an underground steam line on the Naval Base Kings Bay.
SUBMISSION: One (1) original and three (3) copies of required proposal document must be submitted in
a sealed envelope marked “UNDERGROUND STEAM LINE REPLACEMENT Proposal #P27-4200-06”,
mailed or dropped off at the address below.

The proposal opening will be conducted in person on October 1st, 2026 at 2:30PM, in the historic court room,
located at 200 East 4th Street, Woodbine, GA 31569. Proposal prices will not be read.
Proposals will be accepted at the above address until the time and date specified above, and immediately after
will be publicly opened and contractor names only will be read aloud.
Proposals received after the required time or in any other location other than the Purchasing Office will not be
accepted. Camden County will not be held liable for misdirected deliveries nor deliveries that are late due to
shipping carrier. Faxed submissions will not be accepted.
All proposals submitted in response to this request shall become the property of Camden County and will be a
matter of public record available for review after award.
Proposals may be withdrawn by written request only if the request is received prior to the time and date set for
the opening proposals. Negligence on the part of the proposer in preparing the proposal confers no right of
withdrawal or modification of the proposal after it has been opened. No proposal may be withdrawn for a
period of Ninety (90) days after the time and date of opening of proposals.
QUESTIONS: regarding this project must be emailed to bids@camdencountyga.gov. All questions shall be
received by September 21st, 2026 and answered by September 24th, 2026.
BONDS: The successful proposer will be required to furnish a Performance Bond and Payment Bond, on or
before the issuance of Notice to Proceed, each in the amount of 100% of the Contract Amount. All other required.
Contract Documents must be fully completed and executed by the Contractor and his/her Surety, and submitted
to the Owner on or before the issuance of Notice to Proceed. The Owner reserves the right to reject any or all
bids, to waive informalities and to re-advertise, pursuant to federal and state law.

1. STATEMENT OF WORK & GENERAL CONDITIONS
1.1 Intent & Overview
This specification states the minimum requirements to furnish all labor, supervision, materials, equipment, tools,
testing, and incidentals required to install two (2) new 240-linear-foot underground pre-insulated steam piping
runs utilizing a combination of open-cut trenching and jacketed jack-and-bore under active railroad tracks at
Naval Submarine Base Kings Bay.
Existing degraded underground steam lines shall be properly isolated, capped, and abandoned in place. Markings
and location data for existing utility lines have been provided by the Owner; however, contractor
potholing/verification at cross-points is required prior to mechanical excavation.
1.2 Proposal Terms, Responsiveness & Submittals
All submitted bids must be regular in every aspect. Unauthorized conditions, limitations, or provisions shall be
cause for rejection. Any irregular or non-responsive proposals that are not prepared and submitted in accordance
with this RFP and specification document, or any proposals lacking sufficient technical literature to enable the
County to make a reasonable determination of compliance with the specifications, will be rejected. It shall be the
proposer’s responsibility to carefully examine each item of the specification. Failure to offer a completed proposal
or failure to respond to each section of the technical specification will cause the proposal to be rejected without
review as non-responsive. All variances, exceptions, and/or deviations shall be fully described in a separate
attachment titled "Exceptions to Specifications" with direct references to line/section numbers. Failure to submit
required technical data sheets, trench safety plans, and boring procedures will cause the proposal to be rejected
as non-responsive.
1.3 On-Site Field Assessment Context
The County utilized the services of a contractor to conduct an on-site field assessment of the existing underground
steam line system to assist in the development of the specifications for this RFP and general improvement of the
system. The site survey consisted of a complete review of the original construction plans as well as an extensive
review of the current system, including existing utilities, crossings, and service connections.
1.4 Project Oversight & Reservation of Rights
Camden County has an Intergovernmental Service Agreement with Naval Submarine Base Kings Bay and will
act as the project manager for the removal and installation of the specified equipment on the Naval Base. The
County reserves the right to reject any or all proposals or any part thereof, and to waive any minor technicalities.
All companies submitting a proposal must be qualified companies and meet all requirements as noted in the
contract documents and specifications.
2. SECURITY, SITE ACCESS, AND LOGISTICS (NAVAL SUBMARINE BASE KINGS BAY)
• Security Clearances: Contractor’s staff must pass all required Naval Submarine Base Kings Bay security
clearance checks (e.g., Defense Biometric Identification System / DBIDS) prior to commencing work on
site. All contractor personnel must be U.S. citizens or legally authorized non-citizens with appropriate
base access privileges.

• Base Access & Delays: Daily work will require entrance through restricted security gates. Contractor
shall factor potential gate delays and vehicle inspection times into their schedule and daily operations.
• Storage & Laydown Area: On-site laydown space will be designated by the County for temporary
storage of new equipment and decommissioned units during installation. The contractor is responsible for
securing, weatherproofing, and maintaining all tools and equipment placed in the laydown area.
• Hours of Operation: All work shall be performed during regular base business hours (Monday through
Friday, 0700–1600) and coordinated directly with County project staff.
• Rail Corridor Work: Contractor must coordinate with Base Public Works / Operations to secure required
Track Time / Track Safety Permits before performing any trenching or boring within 10 feet of the railroad
tracks.
• Traffic Control & Pedestrian Safety: Contractor shall provide safety barricades, signage, and temporary
pedestrian routing around the sidewalk demolition and open trenching areas.
3. GOVERNING CODES & APPLICABLE STANDARDS
All work, materials, fabrication, and testing shall comply with the latest editions of:
1. Piping & Pressure Vessels: ASME B31.1 (Power Piping) and ASME Section IX (Welding
Qualifications).
2. Railroad Crossing Standards: AREMA (American Railway Engineering and Maintenance-of-Way
Association) Manual for Railway Engineering and U.S. Navy Track Safety Standards.
3. Excavation & Trench Safety: OSHA 29 CFR 1926 Subpart P (Excavations).
4. General Safety: OSHA 29 CFR 1910 General Industry Standards.
4. DETAILED SCOPE OF WORK
4.1 Underground Utility Verification & Decommissioning
• Review provided utility maps. Perform soft-dig / vacuum potholing at all known utility crossings prior to
major excavation.
• Safely isolate, depressurize, drain, cap, and abandon in place the existing degraded steam lines in
accordance with base environmental and engineering guidelines.
4.2 Trenching, Dewatering, & Excavation
• Open Trenching: Excavate approximately 190 linear feet of trench to a depth sufficient to install new
pre-insulated pipe with a minimum of eight feet of cover over the outer jacket (or as required by
manufacturer for thermal expansion loads).
• Soil Stockpiling: Stockpile clean excavated soil on site in a designated laydown area provided by the
Owner. Soil piles must be contained with silt fencing / erosion control measures.

• Dewatering: Contractor is fully responsible for all dewatering operations (well points, trench pumps, or
sump management) to maintain a dry, stable trench bottom throughout pipe laying, welding, and joint
sealing. Silty dewatering effluent must pass through a sediment filter bag before discharge.
• Trench Safety: Contractor shall provide trench shoring, shielding, or sloping in strict accordance with
OSHA Class C soil requirements.
4.3 Jack-and-Bore Railroad Crossings
• Bore Specifications: Perform guided horizontal jack-and-bore under two (2) existing railroad tracks to
install two (2) separate 20-inch outer diameter, 304 Stainless Steel casing pipes (minimum 0.500" wall
thickness) at a depth of 8 feet below base-of-rail, spaced 6 feet apart center-to-center.
• Track Monitoring: Contractor shall monitor track level before, during, and after boring operations to
ensure zero settlement occurs.
• Casing Spacers & Seals: Install non-metallic isolator casing spacers centered on the carrier pipe at
manufacturer-recommended intervals. Install flexible, heavy-duty neoprene end seals with stainless steel
bands at both casing ends to prevent water/debris intrusion.
4.4 Pre-Insulated Steam Pipe Installation
• Piping Material: Supply and install one (1) 240-foot run of 4” and one (1) 240-foot run of 6”
THERMACOR Duo Therm 505 (or approved equal pre-insulated high-temperature steam piping
system). New piping will be connected to existing THERMACOR HT-406 piping per manufacturer’s
specifications.
• Installation: Install pipe in strict adherence to manufacturer’s published General Installation Instructions,
including thermal expansion loop/anchor installation where indicated.
• Pipe Bedding: Place a minimum 6-inch lift of washed, well-graded bedding sand at the bottom of the
trench prior to laying pipe to ensure continuous support.
• Joint Insulation Field Kits: Field-weld carrier pipes, perform required NDT/hydrostatic testing, and
apply manufacturer-supplied field joint insulation and outer jacket shrink sleeves over all field welds to
ensure 100% water tightness.
4.5 Backfilling, Compaction, & Site Restoration
• Initial Backfill: Envelope the pipe with clean sand backfill to a level 6 inches above the top of the outer
jacket. Hand-tamp around pipe haunches to prevent voids.
• Trench Backfill: Backfill remaining trench using approved excavated material or imported select fill,
placed in maximum 12-inch loose lifts. Compact each lift using mechanical compaction equipment.
• Sidewalk Demolition & Replacement: Saw-cut, remove, and dispose of the affected concrete sidewalk
section. Following trench backfill and subgrade compaction, pour a replacement concrete sidewalk
