2.0 Background
Incorporated in 1983, the City of Moorpark is a suburban city located approximately 50
miles northwest of downtown Los Angeles, in southeastern Ventura County, at the
intersection of the 23 and 118 Freeways. The City has a population of approximately
35,000 residents and covers approximately 12.5 square miles. The City’s street network
comprises approximately 85 centerline miles of paved surfaces, totaling approximately
16.5 million square feet. State Highway 118 (Los Angeles Avenue) and State Route 23
(Moorpark Avenue north of Los Angeles Avenue, and Walnut Canyon Road) are
maintained by Caltrans District 7 and are not a part of the City’s Pavement Management
Program.
Moorpark’s Street Network (current)
Much of the City’s transportation infrastructure is now approaching 45 years in age, with
roughly half of Moorpark’s population added between 1980 and 1990. Over the past
several decades, the City’s roadway rehabilitation and resurfacing strategy has been to
implement pavement rehabilitation projects on collector and local streets on a bi-annual
or tri-annual basis, subject to funding availability. Most pavement rehabilitation efforts
use a combination of methods, including crack fill, type 2 slurry seal, Asphalt Rubber
Aggregate Membrane (ARAM), and asphalt overlay. Since the passage of SB 1 several
years ago, the City has been able to commit more resources and funding to its pavement
rehabilitation efforts. The additional resources have allowed the City to address
pavement maintenance needs more frequently, on an annual basis.
