The Town of Yarmouth, the Awarding Authority, invites sealed bids for the Chase Brook Park Restoration & Pedestrian Bridge, located in, West Yarmouth, MA, in accordance with the documents prepared by Tighe & Bond, Inc, dated November 26, 2025 The work includes, without limiting the generality thereof, constructing a timber pedestrian bridge, riverbank stabilization, vegetative plantings, and stabilized stone dust (aggregate) walking paths with interpretive signage within Town property located at Chase Brook Park in West Yarmouth, MA. The contractor is responsible for providing all materials, labor, and equipment as specified to perform the work. Bids should be submitted in a sealed envelope bearing the words: “Chase Brook Park Restoration & Pedestrian Bridge” Bid specifications may be examined and obtained online at https://www.yarmouth.ma.us/bids.aspx on December 3, 2025. Sealed Bids will be received by the Town of Yarmouth at the Town of Yarmouth DPW, 74 Town Brook Road, West Yarmouth, MA 02673, until 9:00 a.m. on December 19, 2025. General Bids will be opened publicly. Project Estimate: $1,580,000.00. The project’s substantial completion date is December 31, 2026, which includes the first year of Invasive Species Management. Two additional years of Invasive Species Management are included in the project. Project construction must start no later than February 9, 2026, unless otherwise approved in writing by the Town. Each Bid must be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Security in the amount of five percent of the Bid in the form of a certified treasurer’s or cashier’s check issued by a responsible bank or trust company, or a bid bond issued by a surety company licensed to do business in the Commonwealth of Massachusetts. The Successful Bidder must furnish a 50 percent Payment Bond with a surety company an acceptable bonding company qualified to do business under the laws of the Commonwealth of Massachusetts and satisfactory to the Town of Yarmouth. Minimum Wage Rates as determined by the Executive Office of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Bidder, before bid opening, to request, if necessary, any additional information on Prevailing Wage Rates for those tradespeople who may be employed for the proposed work under this contract. Prevailing Wage Rates Schedule number 20251110212254 are Town of Yarmouth Page 5 | 62 Invitation for Bids Chase Brook Park Restoration & Pedestrian Bridge applicable to this project. A weekly certified payroll submittal shall be required of the successful bidder in accordance with MGL C149, S27B. No payments will be made by the Town until all payroll information necessary for the Town to determine compliance with prevailing wage law requirements for the time of the payment request has been submitted. The Contractor shall not discriminate with regard to the personnel employed on this project based on race, color, creed, national origin, gender, sexual preference, handicap, or age. Bidders are not to include in their bid proposal sales and compensating use taxes on materials and supplies purchased for this project. All materials used are tax-exempt. Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The bidding and award of this Contract will be under the provisions of M.G.L. c30B, §39M. The Town of Yarmouth reserves the right to waive any informalities in bids and to reject any or all bids or waive any formalities that appear to be in the best interest of the Town. A bid that includes an abnormally low or high amount for any item may be rejected as unbalanced.
