Project Description: INVITATION TO BID New Building for Butler Township
Butler Township (“Township”), Adams County, Pennsylvania is accepting sealed bids for the construction of an 8,400 square-foot new building containing offices, restrooms, meeting space, maintenance garage, and wash bay. Bids will be received online via the PennBid Program (https://pennbid.bonfirehub.com) until 10:00 A.M., Tuesday, February 4, 2025, at which time the bids will be publicly opened and read electronically, via PennBid’s website.
Copies of Bidding Documents for the New Building for Butler Township project are available online and at no cost via the PennBid Program at https://pennbid.bonfirehub.com. Each set of documents contains Contract No. 1 – General Construction, Contract No. 2 – Mechanical Construction, Contract No. 3 – Electrical Construction, and Contract No. 4 – Plumbing Construction, which will be bid separately.
NOTE: The Supervisors of Butler Township have authorized C.S. Davidson, Inc., to act on their behalf by opening bids. Contracts will be awarded at a regularly scheduled meeting of Butler Township.
A Bid Bond by acceptable surety or a certified check made payable to Butler Township in the amount of 10% of the maximum bid must be provided by each bidder with each bid. A Performance Bond and Payment Bond each in the amount of 100% of the contract price shall be required from the Successful Bidder. An anti-collusion affidavit is required for this Bid.
While Bidders may make comments to clarify their bid, Bidders cannot change, modify, delete, alter, amend, or make additions to the wording to any of the Bidding Documents, including but not limited to the Agreement. Unauthorized conditions, exceptions, limitations, or provisions attached to a Bid may be cause for rejection of the Bid. Any questions regarding the Bidding Documents shall be submitted via PennBid and the Bidding Documents may only be modified by Addenda issued by the Township prior to the Bid opening date.
A pre-bid conference will not be held. The site will be made available to interested bidders who will be notified through PennBid with available dates and times.
Each bidder must be prepared to submit evidence of his qualifications to perform the work.
Notice is hereby given to bidders that all Contracts are subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended.
The Contract Time for all Contracts is two hundred seventy (270) calendar days.
The Board of Supervisors for Butler Township intends to award a contract for the Base Bid and any combination, or none, of the Alternate Bid Items. The Owner shall have the right to accept Alternates in any order or combination, unless otherwise specifically provided in the Bidding Documents. The lowest responsive Bid will be determined on the basis of the sum of the Base Bid and Alternates accepted.
The Township reserves the rights to reject any or all bids; to waive any defects, errors, omissions, irregularities or informalities in a bid or the bid procedure; and to accept any bid which it may deem to be for or in the best interest of Butler Township. Bids may be taken under advisement and the award of contract, if awarded, will be made within 60 days after the date of the opening of the bids, or otherwise provided by law. The Board of Supervisors reserves the rights to formally accept a bid and award a Contract by public announcement at a regular meeting of the Township.
