1. Introduction & Project Overview
The City of Rock Island Fire Department is requesting quotes from qualified contractors for a
commercial rehabilitation/maintenance project.
● Project Site Location: Rock Island Fire Department, Central House, 1313 5th Avenue,
Rock Island, IL
● Operational Status: Bidders must take notice that the Rock Island Fire Department
operates active, working fire stations that are manned 24 hours a day, 7 days a week, 365
days a year.
● Project Coordination: The Fire Department will make all reasonable attempts to
accommodate and facilitate project workflows as milestones are completed, ensuring a
collaborative balance between emergency operations and construction progression.
● Funding & Compliance: This project may utilize public funding. Accordingly, all work
must comply with applicable local building and zoning codes, State of Illinois
regulations, and Federal standards where applicable.

3. Scope of Work & Timeline
The selected contractor will act as the General Contractor for the project and will be responsible
for managing any required subcontractors.
Detailed Scope:
3.1. Project Objective
The City of Rock Island is seeking proposals from qualified contractors to remove and
replace nine (9) existing second-floor bedroom windows at the Rock Island Fire Department
Central House, located at 1313 5th Avenue, Rock Island, IL. The goal of this project is to
improve energy efficiency, operational safety, and occupant comfort for the fire department
personnel, while maintaining a clean, professional aesthetic.
3.2. Location & Site Conditions
● Site: Rock Island Fire Department Central House (1313 5th Avenue, Rock Island,
IL).
● Location of Work: Second-floor bedrooms.
● Rough Openings: Approximately 48 inches by 48 inches (Contractor must field-
verify all dimensions before ordering materials).
● Occupancy: This is an active, 24/7 emergency response facility. The contractor
must coordinate work schedules to minimize disruption to fire department
operations and personnel.
3.3. Detailed Scope of Services
● The Contractor shall provide all labor, materials, equipment, tools,
scaffolding/lifts, permits, and supervision necessary to complete the following:
● Field Verification: Measure all nine (9) rough openings to ensure precise
manufacturing and fit of the replacement windows.
● Site Protection: Furnish and install drop cloths, plastic sheeting, and barriers to
protect interior flooring, furniture, and electronics from dust, debris, and weather
during installation.
● Demolition & Removal: Carefully remove the nine (9) existing second-floor
bedroom windows, including sashes, frames, and hardware.
● Disposal: Promptly haul away and legally dispose of all old windows, frames,
and construction debris off-site. The fire department dumpsters shall not be used.
● Preparation: Inspect the existing rough openings for rot, water damage, or
structural defects. Report any deficiencies to the Fire Chief before proceeding.
Clean and prep the openings for new window installation.
● Installation: Install nine (9) new commercial-grade aluminum windows in strict
accordance with the manufacturer’s written instructions and industry best
practices.
● Insulation & Sealing: Apply expanding polyurethane window foam insulation
around the perimeter of the new frames to eliminate drafts. Apply high-quality,
exterior-grade silicone sealant to ensure a 100% watertight seal.
● Finishing: Install any necessary interior trim/stops and exterior flashing/capping
to match the existing building aesthetics.
● Cleanup: Perform a daily and final cleanup of the interior and exterior work
areas, ensuring all dust, debris, and stray fasteners are removed.
4. Technical Specifications
4.1 Window General Requirements
● Quantity: Nine (9) windows total.
● Operation Type: Single-Hung OR Horizontal Sliding (Contractor to specify in
bid).
● Frame Material: Heavy-duty, commercially rated aluminum with a thermal
break to prevent energy loss and condensation.
● Frame Finish: Baked-on enamel, powder coat, or anodized finish (Color to be
selected by the City to match existing building exterior; typically dark bronze or
clear anodized).
4.2 Performance & Glazing
● Glazing: Sealed, insulated glass units (IGU), double-paned.
● Glass Type: Low-E (Low Emissivity) coated, argon-gas filled for optimal thermal
performance.
● Safety: Tempered glass is required by local building codes based on sill height and
proximity to the floor.
● Screens: Provide heavy-duty, removable insect screens for the operable portion of
each window.
● Hardware: Heavy-duty, corrosion-resistant cam action locks and lift handles/pulls.
4.3 Quality Assurance & Submittals
● Submittals: Before ordering, the contractor must submit manufacturer
specification sheets, shop drawings, and finish samples to the City for approval.
● Warranty: * Minimum 10-year manufacturer warranty on aluminum frames and
glass seal failure.
● Minimum 1-year contractor warranty on installation labor and workmanship.
● Regulatory: All work must comply with the City of Rock Island’s adopted
building codes and OSHA safety standards (particularly regarding second-floor
fall protection and ladder/lift safety).
4.4. Project Schedule & Execution
● Work Hours: Standard work hours shall be Monday through Friday, 8:00 AM to
4:30 PM, unless otherwise approved by the Fire Chief.
● Facility Access: The contractor must check in daily with the on-duty Shift
Commander.
● Continuity: Once installation begins, the contractor must ensure that no window
opening is left open or unsecured overnight. Every opening uninstalled must be
completely replaced and sealed by the end of the workday.
5. Contractor Qualifications & Requirements
Bidders must meet and provide proof of the following qualifications to be considered for a
contract award:
● Licensing & Registration: Active registration/good standing with the Illinois Secretary
of State and possession of all required local and state professional licenses.
● Permits: Ability to secure all required municipal building permits (including providing
stamped drawings or additional plans if required for plan review).
● Insurance: Proof of General Liability, Commercial Vehicle, and Workers' Compensation
Insurances, naming the City of Rock Island as an additional Certificate Holder.
● Equipment: Ownership of, or documented access to, sufficient equipment to complete
the work safely and efficiently.
6. Prevailing Wage Rates & Labor Laws
This project is subject to strict labor standards and wage regulations.
● Commercial Wage Policy: In accordance with Illinois Statutes and City of Rock Island
policy, all contractors and subcontractors must adhere to Federal Davis-Bacon prevailing
commercial wage rates (or applicable Illinois Department of Labor Prevailing Wage
rates, whichever is higher). Residential wage rates do not apply to this project.
● Owner-Operators: Owner-operators are not exempt and must pay themselves prevailing
wage rates.
● Documentation: Bidders must complete and attach a Project Wage Rate Sheet outlining
the job classification, hourly wage, and fringe benefits for every worker. Certified payroll
documentation will be required throughout the project.
● Apprentices: Valid U.S. Department of Labor (DOL) apprentice certification is required
for all apprentices utilized on-site.
7. Quote Preparation Guidelines
To ensure a fair evaluation, your emailed quote packet must include:
1. Company Identifiers: Legal Company Name, Federal Tax ID Number (EIN), and
SAM.gov Entity ID Number (if applicable).
2. Contact Info: Authorized contact person's name, phone number, email address, date, and
formal signature.
3. Subcontractor List: Clear identification of any subcontractors intended for use on the
project.
8. Evaluation & Award Process
The City of Rock Island Fire Department will review all quotes for responsiveness. The lowest
monetary quote does not automatically guarantee a contract award. Evaluation criteria include,
but are not limited to:
● Total competitive pricing
● Professional experience, references, and previous work history
● Verification of state licenses, insurance certificates, and bonding
● Financial stability and operator experience
The City reserves the right, at its sole discretion, to reject any or all quotes or to determine which
contractor is most responsive to this invitation.
