Central House Dryer Vent
1. Introduction & Project Overview
The City of Rock Island Fire Department is requesting quotes from qualified contractors for a
commercial rehabilitation/maintenance project.
● Project Site Location: Rock Island Fire Department Central House
● Operational Status: Bidders must take notice that the Rock Island Fire Department
operates active, working fire stations that are manned 24 hours a day, 7 days a week, 365
days a year.
● Project Coordination: The Fire Department will make all reasonable attempts to
accommodate and facilitate project workflows as milestones are completed, ensuring a
collaborative balance between emergency operations and construction progression.
● Funding & Compliance: This project may utilize public funding. Accordingly, all work
must comply with applicable local building and zoning codes, State of Illinois
regulations, and Federal standards where applicable.

3. Scope of Work & Timeline
The selected contractor will act as the General Contractor for the project and will be responsible
for managing any required subcontractors.
● Detailed Scope:
3.1. Project Objective
Commercial Dryer Vent Installation
The objective of this project is to install a dedicated commercial-grade exhaust
vent system for a clothes dryer at Central House, 1313 5th Avenue. The
installation requires core drilling or breaching an exterior wall of unknown
thickness, routing rigid ductwork, installing heavy-duty support brackets, and
executing final connections to ensure safe, code-compliant operation.
3.2. Scope of Tasks & Deliverables
Phase 1: Site Assessment & Preparation
● Wall Inspection: Contractor shall assess the exterior wall to determine
composition (e.g., concrete block, brick, reinforced concrete, or synthetic stucco)
and measure the exact thickness prior to core drilling.
● Utility Clearance: Contractor must scan or verify the interior and exterior of the
breach zone to ensure no electrical conduit, plumbing, gas lines, or structural
rebar are compromised.
● Station Readiness: Coordinate with the Fire Chief to ensure the work area does
not obstruct emergency apparatus bay doors or response paths.
● Phase 2: Wall Breach & Penetration
● Core Drilling/Breaching: Create a clean, precise opening through the exterior
wall matching the diameter required for the vent sleeve (typically 4-inch or 6-inch
depending on the dryer specifications).
● Sleeve Installation: Install a heavy-duty, galvanized steel or aluminum wall
sleeve through the breached opening to protect the building envelope.
● Phase 3: Ductwork & Bracket Installation
● Piping Material: Supply and install rigid galvanized steel or aluminum
ductwork. Flexible foil or plastic ducting is strictly prohibited.
● Routing: Run the ductwork via the most direct route possible from the dryer to
the exterior wall, minimizing 90-degree elbows to optimize airflow and prevent
lint buildup.
● Joints: Seal all duct joints with heavy-duty aluminum foil tape and mechanical
fasteners (screws must not penetrate more than 1/8 inch into the inside of the duct
to prevent lint traps).
● Phase 4: Exterior Termination & Final Connection
● Vent Cover: Install a commercial-grade, weather-proof, rust-resistant exterior
vent cap equipped with a backdraft damper (louvers) to prevent pest entry and
cold air backflow.
● Weatherproofing: Apply heavy-duty, industrial-grade exterior silicone sealant
around the exterior vent cap perimeter to ensure a completely water-tight seal
against the building facade.
● Dryer Connection: Supply and install a heavy-duty, flexible transition duct (UL
2158A listed) from the rear of the dryer to the rigid wall duct, ensuring it is not
kinked or crushed.

5. Performance & Safety Rules
Critical Fire Station Provision: The contractor must maintain a clean, debris-free workspace at
all times. Tools and materials must be staged so they do not impede firefighters answering an
active alarm.
● Code Compliance: All work must comply with the International Mechanical Code
(IMC), National Fire Protection Association (NFPA) standards, and local building
codes.
● Testing & Commissioning: Upon completion, the contractor shall run a test cycle on
the dryer to verify strong exterior airflow, check for leaks along the joints, and ensure
the backdraft damper opens and closes smoothly.
● Clean-up: Remove all core-drilling dust, masonry debris, and material scraps from
the site daily.
● 5. Assumptions & Exclusions
● Unknown Wall Thickness: The contractor's bid shall assume a standard exterior
commercial wall thickness of up to 12 inches. If the wall thickness exceeds 12 inches
or contains heavy structural steel reinforcement requiring specialized diamond-core
machinery, a Change Order may be submitted for the delta in labor and tooling costs.
● Utilities: The fire station will provide access to standard electrical power and water if
required for core drilling.
6. Contractor Qualifications & Requirements
Bidders must meet and provide proof of the following qualifications to be considered for a
contract award:
● Licensing & Registration: Active registration/good standing with the Illinois Secretary
of State and possession of all required local and state professional licenses.
● Permits: Ability to secure all required municipal building permits (including providing
stamped drawings or additional plans if required for plan review).
● Insurance: Proof of General Liability, Commercial Vehicle, and Workers' Compensation
Insurances, naming the City of Rock Island as an additional Certificate Holder.
● Equipment: Ownership of, or documented access to, sufficient equipment to complete
the work safely and efficiently.
7. Prevailing Wage Rates & Labor Laws
This project is subject to strict labor standards and wage regulations.
● Commercial Wage Policy: In accordance with Illinois Statutes and the City of Rock
Island policy, all contractors and subcontractors must adhere to the Federal Davis-Bacon
prevailing commercial wage rates (or the applicable Illinois Department of Labor
Prevailing Wage rates, whichever is higher). Residential wage rates do not apply to this
project.
● Owner-Operators: Owner-operators are not exempt and must pay themselves prevailing
wage rates.
● Documentation: Bidders must complete and attach a Project Wage Rate Sheet outlining
the job classification, hourly wage, and fringe benefits for every worker. Certified payroll
documentation will be required throughout the project.
● Apprentices: Valid U.S. Department of Labor (DOL) apprentice certification is required
for all apprentices utilized on-site.
8. Quote Preparation Guidelines
To ensure a fair evaluation, your emailed quote packet must include:
1. Company Identifiers: Legal Company Name, Federal Tax ID Number (EIN), and
SAM.gov Entity ID Number (if applicable).
2. Contact Info: Authorized contact person's name, phone number, email address, date, and
formal signature.
3. Subcontractor List: Clear identification of any subcontractors intended for use on the
project.
9. Evaluation & Award Process
The City of Rock Island Fire Department will review all quotes for responsiveness. The lowest
monetary quote does not automatically guarantee a contract award. Evaluation criteria include,
but are not limited to:
● Total competitive pricing
● Professional experience, references, and previous work history
● Verification of state licenses, insurance certificates, and bonding
