Repaint Man Doors and Frames

1. Introduction & Project Overview

The City of Rock Island Fire Department is requesting quotes from qualified contractors for a

commercial rehabilitation/maintenance project.

● Project Site Location: Station #3, 1601 30th Street

● Operational Status: Bidders must take notice that the Rock Island Fire Department

operates active, working fire stations that are manned 24 hours a day, 7 days a week, 365

days a year.

● Project Coordination: The Fire Department will make all reasonable attempts to

accommodate and facilitate project workflows as milestones are completed, ensuring a

collaborative balance between emergency operations and construction progression.

● Funding & Compliance: This project may utilize public funding. Accordingly, all work

must comply with applicable local building and zoning codes, State of Illinois

regulations, and Federal standards where applicable.

3. Scope of Work & Timeline

The selected contractor will act as the General Contractor for the project and will be responsible

for managing any required subcontractors.

Detailed Scope: Station Man Door Repainting & Hardware Installation

3.1 Project Overview

The objective of this project is to prep, prime, and repaint two (2) exterior/interior man

doors and their associated frames at the station. Additionally, the contractor will supply

and install protective metal hardware on both doors. Because these doors separate or

protect the living quarters of the station, maintaining the integrity of the fire protection

rating is paramount throughout the duration of this project.

3.2 Schedule & Fire Safety Requirements:

● Critical Fire Safety Mandate

The entries involved in this scope provide critical fire separation for the station’s

living quarters. The fire barrier must never be compromised. * No Open

Openings: Doors may not be removed and left open overnight or during periods

when the contractor is not actively working on-site.

● Work Sequencing: If a door must be unhinged for prep/painting, a temporary

fire-rated barrier must be established, or the contractor must work on one door at

a time, ensuring it can be closed.

● Hardware & Ratings: All paints, primers, and newly installed hardware must

not interfere with the doors' self-closing. Existing fire-rating labels on the hinge

edge of the doors and frames must not be painted over, scraped off, or obscured.

3.3 Detailed Scope of Work

Phase 1: Surface Preparation

● Cleaning: Thoroughly clean doors and frames to remove dirt, grease, oils, and

contaminants using a heavy-duty cleaner.

● De-glossing & Sanding: Scrape away any loose, peeling, or blistering paint.

Feather-sand smooth all rough edges. Lightly sand the entire surface of the doors

and frames to ensure proper adhesion of the new coating.

● Masking: Mask off and protect all adjacent surfaces, floors, weather-stripping,

fire labels, push bars, locks, and closing hardware.

Phase 2: Paint Application & Color Matching

● Color Matching: The contractor shall take a physical sample or utilize an

electronic color-matching tool on the existing door color. A sample swatch must

be approved by the Station Manager before a full application to ensure it matches

the existing color as closely as possible.

● Priming: Apply one (1) full coat of high-quality, rust-inhibitive primer (if steel)

or a bonding primer suitable for the existing substrate and paint type.

● Topcoats: Apply two (2) coats of premium industrial-grade, high-traffic

exterior/interior paint (semi-gloss or gloss finish as specified by the station) to the

doors and the frames.

Phase 3: Hardware Supply & Installation

The contractor will supply and install the following commercial-grade hardware on

both doors:

1. Push Plates: Two (2) metal push plates installed at push-bar/hand-strike level.

2. Kick Plates: Two (2) metal kick plates installed at the bottom base of the doors.

3. Door Knobs: Two (2) non-latching door knobs installed.

● Specifications: Plates to be stainless steel or aluminum.

● Installation: Plates must be securely fastened with flush, countersunk screws.

They must be installed perfectly level and must not impede the proper

operation, swinging, or latching of the door.

4. Cleanup & Waste Management

● Maintain a clean work area daily.

● Remove all masking tape, drop cloths, and debris upon completion.

● Properly dispose of all paint cans, rags, and hazardous materials according to local

environmental regulations.

● Provide the station with a minimum of one (1) quart of leftover paint per color for future

touch-ups, properly sealed and labeled.

5. Inspection & Acceptance

Final acceptance will be granted upon inspection by the Fire Chief. Criteria for acceptance

include:

● Uniform paint coverage free of runs, sags, drips, or brush marks.

● Accurate color matches the original scheme.

● Clean, unpainted fire labels and hardware.

● Smooth operation and successful self-closing/latching of both fire-rated doors.

● Secure, level installation of all metal plates.

6. Contractor Qualifications & Requirements

Bidders must meet and provide proof of the following qualifications to be considered for a

contract award:

● Licensing & Registration: Active registration/good standing with the Illinois Secretary

of State and possession of all required local and state professional licenses.

● Permits: Ability to secure all required municipal building permits (including providing

stamped drawings or additional plans if required for plan review).

● Insurance: Proof of General Liability, Commercial Vehicle, and Workers' Compensation

Insurances, naming the City of Rock Island as an additional Certificate Holder.

● Equipment: Ownership of, or documented access to, sufficient equipment to complete

the work safely and efficiently.

7. Prevailing Wage Rates & Labor Laws

This project is subject to strict labor standards and wage regulations.

● Commercial Wage Policy: In accordance with Illinois Statutes and City of Rock Island

policy, all contractors and subcontractors must adhere to Federal Davis-Bacon prevailing

commercial wage rates (or applicable Illinois Department of Labor Prevailing Wage

rates, whichever is higher). Residential wage rates do not apply to this project.

● Owner-Operators: Owner-operators are not exempt and must pay themselves prevailing

wage rates.

● Documentation: Bidders must complete and attach a Project Wage Rate Sheet outlining

the job classification, hourly wage, and fringe benefits for every worker. Certified payroll

documentation will be required throughout the project.

● Apprentices: Valid U.S. Department of Labor (DOL) apprentice certification is required

for all apprentices utilized on-site.

8. Quote Preparation Guidelines

To ensure a fair evaluation, your emailed quote packet must include:

1. Company Identifiers: Legal Company Name, Federal Tax ID Number (EIN), and

SAM.gov Entity ID Number (if applicable).

2. Contact Info: Authorized contact person's name, phone number, email address, date, and

formal signature.

3. Subcontractor List: Clear identification of any subcontractors intended for use on the

project.

9. Evaluation & Award Process

The City of Rock Island Fire Department will review all quotes for responsiveness. The lowest

monetary quote does not automatically guarantee a contract award. Evaluation criteria include,

but are not limited to:

● Total competitive pricing

● Professional experience, references, and previous work history

● Verification of state licenses, insurance certificates, and bonding

● Financial stability and operator experience

The City reserves the right, at its sole discretion, to reject any or all quotes or to determine which

contractor is most responsive to this invitation.
