Project Description: SEALED Bids will be received by the OWNER online via the PennBid Program (www.PennBid.net) until 10 AM., prevailing time, February 14, 2025. The Bids will be publicly opened and read aloud at the Owners’s Office located at 63 W. 4th Street , Bridgeport, PA 19405 on February 14, 2025 at 10 AM. The results will be posted via the PennBid Program.
The Project consists of the reconstruction of and improvements to Birch Alley (Ford St. to Green St.), Baker Alley (5th St. to 6th St.), Chestnut Alley (Mill St. to Green St.), Boro Line Road (Ross Road to Dead End), 5 th Street (Mill St. to Green St.), Greenfield Alley (Coates St. to Hurst St.), Greenfield Alley (Grove St. to Bush St.), Ash Alley (Mill St. to Green St.), Boro Line Road (DeKalb Street to Dead End), W. Ninth Street (Merion Street to Dekalb Pike) and Memorial Park Parking Lot resurfacing as well as milling and overlaying of the roadways. This project is financed in part by Montgomery County through a Community Development Block Grant.
The Project Work will be performed under one Contract as follows: 2024 STREET PAVING PROJECT

Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders.
This Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, which provides that training, employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project.
Laws and regulations applicable to this Contract include the following:  U.S. Department of Labor Federal Wage Determination Decision as included in the Contract Documents  Executive Order 11246, entitled “Equal Employment Opportunity,” as amended by Executive Order 11375, and as supplemented in Department of Labor regulation (41 CFR Part 60)
The successful bidder will be required to provide performance bonds and payment in the amount of 100% of the successful bid amount.
All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
A non-mandatory pre-bid meeting will be held at 10:00 AM., prevailing time, February 6, 2025 at the Owner’s office. All prospective bidders are encouraged to attend.
The Owner reserves the right, at its option, to waive as an informality any, defects, errors, or omissions in any or all Bids; and to reject any or all Bids.
