Sealed bids will be received by the Board of Supervisors of Hancock County Mississippi at the Hancock County Annex, Bay St. Louis, Mississippi, until 10:00 A.M. on the 8th day of September 2026 and shortly thereafter publicly opened for the construction of 0.071 miles of BRIDGE and APPROACHES on the NORTH RAILROAD AVENUE being known as Local System Bridge Program (LSBP) Project No. LSBP-23(13) in Hancock County Mississippi.

The award, if made, will be made to the lowest qualified bidder on the basis of published quantities.

The Board of Supervisors hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement; minority business enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

PLANS AND SPECIFICATIONS are on file in the Office of the Chancery Clerk of Hancock County, ALEX R. DAVIS , the LSBP Engineer's office and the Office of the State Aid Engineer, 412 E. Woodrow Wilson Avenue, Jackson, Mississippi. This project shall be constructed in accordance with the latest edition of the Mississippi Standard Specifications for State Aid Road and Bridge Construction.

Bid documents are available via paper or digital copy. The cost is $125.00 for paper plans and proposal, and $75.00 for digital plans and proposal. Plan holders are required to log-in or register for an account at www.neel-schafferplans.com to view and order Bid Documents. All plan holders are required to have a valid email address for registration. Bid documents are non-refundable and must be purchased through the website. If anyone prefers to submit their bid electronically instead of in a sealed envelope, they can do so through the website. Certified check or bid bond for five percent (5%) of the total bid, made payable to Hancock County and the State of Mississippi must accompany each proposal.

Bidders are hereby notified that any proposal accompanied by letters qualifying in any manner the condition under which the proposal is tendered will be considered an irregular bid and such proposal will not be considered in making the award.
