Bids for CPKC BLUE RIDGE BLVD BRIDGE REPLACEMENT AND ROADWAY WINDENING
TAP-3322(417), STBG-3322(421), EARMARK 3322(418) will be accepted electronically via
QuestCDN.com #10003736 until 2:00 pm on the 4th day of February, 2026. Bids submitted by

The contract provides for: the replacement of the existing CPKC bridge over Blue Ridge Blvd., with a
four span double cell box girder bridge supported on h-pile bents. The project also includes the widening
of the Blue Ridge Blvd. from 3rd Street to Grandview Road. The project also includes the extension of the
RCB under Blue Ridge Blvd. Finally, the project includes the widening of the CPKC tracks embankment
for the located CPKC mainline track. With this project this includes, the associated clearing and grubbing,
excavation, backfill, seeding, erosion control measures, construction staking, and existing culvert
cleanout.
All Bids must be in accordance with the Plans and other Bidding Documents on file directly from
QuestCDN.com #10003736. Documents may be inspected at the City of Grandview Department of Public
Works, 1200 Main Street, Grandview, MO 64030 (telephone number 816-316-4857) between the hours
of 8:00 AM and 4:30 PM starting on the 5th day of January, 2026.
An optional pre-bid conference will be held at 10:00 AM on the 9th day of January, 2026, at: Grandview
City Hall, 1200 Main Street, Grandview, MO 64030, Mayor Conference Room. All bidders are not
required to attend the pre-bid meeting.
All labor used in the construction of this public improvement shall be paid a wage no less than the
prevailing hourly rate of wages of work of a similar character in this locality as established by the
Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is
higher.
The City of Grandview, Missouri hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,
ancestry, or national origin in consideration for an award.”
All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version of
the Missouri Standard Specifications for Highway Construction, including all revisions. The contractor
questionnaire must be on file 7 days prior to bid opening.
Neither the Missouri Department of Natural Resources, its divisions, or its employees are or will be party
to the contract(s) at any tier.
Right to Protest. In accordance with the City of Grandview Purchasing Policy Section VIII – Legal and
Contractual Remedies Approved by the Board of Aldermen on August 13, 2014.
Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour
OSHA construction safety program, or similar program approved by the Department of Labor and
Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work
on the construction project.
A bid bond in the amount of 5% shall be submitted with each proposal.
The City of Grandview, Missouri reserves the right to reject any or all bids. In order for proposals to be
responsive, they should submit the following at a minimum:
Completed Bid Forms (Notice to Contractors thru the DBE forms including Itemized Bid
Proposal)
Bid Guaranty
Disadvantaged Business Enterprise (DBE) Certification (within 3 days of bid opening)
Acknowledgement of Addenda, if Addenda are issued
The DBE Goal for this project is 0%.
No 2nd tier subcontracting will be allowed on this project.
The project will be awarded to the lowest, responsive, responsible bidder. The right is reserved to
reject any or all bids.
