NOTICE TO BIDDERS

Sealed proposals will be received by the Ferry Operations (NCDOT) in the Conference Room of the Hatteras Ferry Terminal Visitor Center, 59063 N.C. Highway 12, South Hatteras, NC 27943 (attention Mr. Brian Doliber), up to 3:00 PM, October 1, 2026, and immediately thereafter publicly opened and read for the furnishing of labor, material and equipment entering into the construction of the following project:

Hatteras Ferry Terminal Visitor Center Building Improvements

The work will include, but is not limited to, the following items:

a. Demolition of existing floor joists, subfloor, insulation, and gypsum board beneath visitor center restrooms.

b. Demolition of existing restroom plumbing system.

c. Construction of new framing, flooring, and associated work.

d. Construction of new plumbing system.

e. Repair of broken truss in the attic breakroom entry.

Bids will be received for a single prime construction contract. All proposals shall be lump sum.

Pre-Bid Meeting

The meeting will address project specific questions, bidding procedures, and bid forms. Complete plans, specifications, and contract documents will be open for inspection in the following locations:

Electronic (PDF) copies of the complete plans and specifications for this project may be obtained via email at no cost (send request to: djacobson@moffattnichol.com). Alternatively, hard copies of the complete plans, specifications, and contract documents may be obtained by those qualified as prime Bidders, upon deposit of one hundred ($100.00) in cash or certified check, from Moffatt & Nichol at 4700 Falls of Neuse Road, Suite 300, Raleigh, North Carolina 27609 (Phone: 919-781-4626). The full plan deposit will be returned to those Bidders provided all documents are returned in good, usable condition within ten (10) calendar days after the bid date.

Bidders should clearly indicate on the outside of the bid envelope "Bid Proposal for: Hatteras Ferry Terminal Visitor Center Building Improvements", their North Carolina General Contractor's license number, and that the bid is for "Single Prime Bid".

All Contractors are hereby notified that they must have a proper license as required under the North Carolina State Laws governing their respective trades.

General Contractors are notified that Chapter 87, Article 1, General Statutes of , will be observed in receiving and awarding general contracts. General Contractors submitting bids on this project must have license classification for either: Unclassified Contractor or Building Contractor as required by the General Contractors Licensing Board under GS 87-1.

NOTE: Under GS 87-1, a contractor that superintends or manages construction of any building, highway, public utility, grading, structure or improvement shall be deemed a “general contractor” and shall be so licensed. Therefore a single prime project that involves other trades will require the single prime contractor to hold a proper General Contractors license. Except, on public buildings being bid single prime, where the total value of the general construction does not exceed 25% of the total construction value, contractors under GS 87, Articles 2 and 4 (Plumbing, Mechanical, and Electrical) may bid and contract directly with the Owner as the single prime contractor and may subcontract to other properly licensed trades. GS 87-1.1, Rule .0210

A cash deposit or bid bond will not be required.

A Performance Bond and a Payment Bond will not be required.

Payment will be made based on ninety-five percent (95%) of monthly estimates and final payment made upon completion and acceptance of work.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days.

The Owner reserves the right to reject any or all bids and to waive informalities.
