Attachment A - Project Scope and Technical Requirements
A1. General Construction Scope
- Rehabilitate the dam at Northeast District Park in accordance with the final construction drawings,
specifications, permits, and contract documents to be issued for bidding.
- Provide complete construction services, including mobilization, site preparation, erosion and sediment
control, temporary access, excavation, earthwork, embankment or fill placement, grading, drainage and
outlet work, site restoration, and other work shown or specified in the final Contract Documents.
- Maintain safe public and worker access controls. Coordinate work restrictions, haul routes,
staging areas, and construction sequencing with the County and Engineer.
- Provide Contractor quality control for materials, workmanship, and documentation. Owner/Engineer
quality assurance observations and testing do not relieve the Contractor of responsibility for the Work.
- Protect existing facilities, utilities, vegetation, water resources, and adjacent property. Repair
damage caused by construction activities at no additional cost to the County unless otherwise
directed by written change order.
- Dispose of unsuitable, excess, or construction-generated material at approved facilities unless otherwise
directed in the final Contract Documents.
- Prepare and maintain construction records, survey/layout records, delivery tickets, material
certifications, field quality control reports, and redline record information required for closeout.
A2. Construction Phase Project Representation
The Engineer will provide a Resident Project Representative (RPR) at the site for up to 30 hours per week, based
on an assumed 26-week construction period. The RPR will act as the Engineer's agent at the site, under the
supervision of the Engineer, and will confer with the Engineer regarding RPR actions. RPR communications with
subcontractors will generally be through, or with the knowledge of, the Contractor.
The RPR will conduct on-site observations to determine whether the Work appears to be proceeding generally
in accordance with the Contract Documents. The RPR does not supervise the Contractor, direct the Contractor's
means or methods, control safety, or guarantee Contractor performance.
A3. RPR Duties and Responsibilities
- Review the Contractor progress schedule, shop drawing submittal schedule, and schedule of values, and
consult with the Engineer regarding acceptability.
- Attend preconstruction, progress, job, and other project-related meetings, and prepare and circulate meeting
minutes.
- Serve as liaison with the Contractor through the Contractor superintendent and assist in understanding
the intent of the Contract Documents.
- Receive and record shop drawings and samples furnished at the site and notify the Engineer of items available for
review.
- Report work that appears defective, damaged, nonconforming, or requiring additional observation,
testing, correction, rejection, or uncovering.
- Verify that tests, start-up, training, and required demonstrations are conducted in the presence of
appropriate personnel and that adequate records are maintained.
- Accompany inspectors from agencies having jurisdiction, record inspection results, and report them to the Engineer.

- Maintain orderly site files for correspondence, reports, shop drawings, samples, contract documents,
change documents, field orders, clarifications, submittals, and related records.
- Furnish periodic progress reports and report immediately to the Engineer and County the occurrence of any
accident.
- Review payment applications for compliance with submission procedures and forward
recommendations noting the relationship of requested payment to the schedule of values, completed
work, and stored materials.
- Verify that certificates, manuals, and closeout data are being assembled and delivered for Engineer
review prior to final payment.
- Prepare observed punch list items before substantial completion, participate in final
inspection, and make recommendations regarding acceptance.
A4. Quality Assurance of Soils by Engineer
The Engineer, through the RPR and/or qualified geotechnical representatives, will provide quality assurance
observations and testing coordination for soil, aggregate, embankment, and earthwork-related components of
the Work. This may include observation of foundation preparation, borrow or fill material acceptance, moisture
conditioning, lift placement, compaction operations, proofing, sampling, field density testing, laboratory testing,
and review of test results.
Engineer quality assurance is for the Owner's benefit and is not a substitute for Contractor quality control. The
Contractor shall schedule and coordinate testing and observations in advance, provide safe access, cooperate
with testing personnel, correct nonconforming work, and maintain Contractor QC records. The Engineer may
recommend rejection, correction, uncovering, or additional testing of work that does not appear to conform to
the Contract Documents.
Laboratory testing requirements, test frequencies, and payment responsibility shall be defined in the
technical specifications or by written direction from the Owner/Engineer.
A5. Limitations of Engineer / RPR Authority
- The RPR shall not authorize deviations from the Contract Documents or substitutions of materials or
equipment unless authorized by the Engineer.
- The RPR shall not exceed the Engineer's authority under the Agreement or Contract Documents.
- The RPR shall not undertake the responsibilities of the Contractor, subcontractors, suppliers,
or Contractor superintendent.
- The RPR shall not advise on, issue directions regarding, or assume control over construction means,
methods, techniques, sequences, procedures, safety precautions, or safety programs, unless specifically
required by the Contract Documents.
- The RPR shall not accept shop drawing or sample submittals from anyone other than the Contractor.
- The RPR shall not participate in specialized field or laboratory tests or inspections conducted by
others except as specifically authorized by the Engineer.
