The city would like to develop the next phase of the cemetery master plan, the E blocks. The project would extend the irrigation main to the area, extend the existing road, and grade the area for future improvements. Modifications to the master plan layout will be incorporated with this phase. Please return all information by May 29th, 2026.

The City reserves the right to reject all proposals or to request and obtain from one or more of the businesses submitting proposals supplementary information as may be necessary for City staff to review and evaluate the proposal. The City may require vendors to participate in additional rounds of refined submittals before the ultimate selection is made. The City may negotiate with one or more vendors and may contract with one or more vendors as the City deems necessary.

By submitting a response to this RFP, vendors waive all rights to protest or seek any legal remedies whatsoever regarding any aspect of this RFP. Although it is the City’s intent to choose the most qualified proposal, the City reserves the right to reject all or choose any number of qualified proposals.

We request the following:

SCOPE OF SERVICES

Topographic Survey

A. Perform a topographic survey of the site.

B. Locate the east property boundary/section line.

C. Create a project base map utilizing topographic survey, available utility information and elevation data.

Site and Civil Engineering

A. Meet with Owner on-site to review scope of improvements and confirm masterplan layout.

B. Design the extension of the irrigation main to E block area. Produce irrigation main plan and profile sheets and necessary details for construction.

C. Develop finish grading plans for the E block area. Establish drainage patterns, culvert sizes and locations, and spot elevations for improvements.

D. Prepare a temporary erosion control plan with details.

E. Design the road extension. Produce plan and profile sheets and necessary details for construction.

F. Meet with Owner to review 50% construction documents.

G. Prepare building permit submittal for review by local jurisdiction. Respond to review comments and make resubmittals.

H. Prepare and submit a Notice of Intent (NOI) to the KDHE for a construction stormwater permit.

I. Prepare technical specifications for site improvements.

Bidding and Construction Administration

A. Develop the bid package and submit to City to create bid contract.

B. Respond to bidder questions.

C. Prepare addenda as necessary and distribute it to plan holders.

D. Organize and attend a preconstruction conference.

E. Make site visits (4) at regular intervals and at critical points of construction.

F. Approve contractors pay request then submit them to City for processing.

G. Review shop drawings and submittals.

H. Conduct progress meetings (4) during construction phase.

I. Respond to Contractor’s Request for Information (RFI) and Change Order Requests

as necessary and submit to the City for processing.

J. Perform punch list inspection and final close out.

K. Prepare as-built drawings from contractor’s drawing markups.

SCHEDULE

Owner’s goal is to complete the design this year, 2026. If funds are available construction will be completed in 2028. Selected firm will work with the Owner to further define the design and construction schedule if selected.

FEE

For budgeting purposes, your fee should be divided into two parts. The first part is for Design, and the second part is for Bidding and Construction Administration. Selected firm will provide the above scope of work for the lump sum fee of:
