2025 Road Programs
West Rockhill Township
Sealed bids will be received by West Rockhill Township electronically via the PennBid Program until 10:00 AM on Tuesday, April 15, 2025 for the following projects:
(1) Bid # 2025-001 – Installation of Ultra-Thin Bonded Wearing Course, approximately 32,050 SY (including alternates), including rubberized joint/crack seal, on various roads.
(2) Bid # 2025-002 – Installation of Superpave 9.5mm Wearing Course, approximately 3,625 TN (including alternates), including miscellaneous work, on various road.
Bids will be reviewed and made publicly available at 10:00 AM on Tuesday, April 15, 2025. Specifications and forms for proposal may be obtained or examined on the internet at www.pennbid.net (or www.pennbid.bonfirehub.com) at no cost. (Contractor must register in accordance with PennBid requirements). The successful bidder is required to pay fees established by PennBid equal to 1/3% of the awarded bid total. Attention is called to the fact that the Prevailing Wage Act 422 does apply for Bid # 2025-002, and the successful bidder (for Bid # 2025-002) shall pay no less than the prevailing wage rates determined for the project area set forth in the project documents.
All bids must be made on forms furnished by the Township (via PennBid) and must be accompanied by a certified check or bid bond, issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania in the amount of at least (10%) of the total price bid made payable to the Township; and Anti-Collusion Affidavit. Bidder(s) must be PennDOT prequalified as a Prime Contractor for all bid items and shall verify compliance with the Public Works Employment Verification Act (E-Verify Program). Copy of prequalification must be included with all bids. All information must be submitted via the PennBid Program.
The successful bidder(s) will be required to furnish and pay for satisfactory Insurance and Performance and Payment Bonds, each in the amount of One Hundred percent (100%) of the Contract Price with a corporate surety licensed to conduct business in the Commonwealth of Pennsylvania and approved by the Township, in accordance with bid specifications.
Award of Contracts, if Contracts are awarded, will be based on the Total Base Bid(s) or Total Base Bid(s) plus Selected Alternate Bid(s); and will be to the lowest responsive and responsible bidder for each project. Selected alternate(s) shall be at the sole discretion of the Township. West Rockhill Township reserves the unqualified right to reject any or all bids and waive any informalities.
