School Administration Building Re-Roofing Project
Request for Bids
(Bids Due 2pm, June 3, 2026)
General: The Nashua School District (NSD) is soliciting proposals from qualified
contractors for work related to re-roofing the School Administration Building. The
facility is located at 141 Ledge Street in Nashua. It currently has a shingled roof, which
is the plan going forward.
Background: The School Administration was built circa 1988 and the majority of the
shingles date back to then. The front of the building received a partial re-shingling about
20 years ago.
Scope: The successful contractor shall:
1. Become familiar with existing building roofing conditions.
2. This Request for Bids document, with attachments.
Period of Performance: The period of performance for this contract shall be from
award of the consultant’s contract, to the final acceptance of the construction contactor’s
work. It is anticipated that construction work will commence in mid-June 2026 and be
completed by mid-August 2026.
Qualification of Roofing Firm: Proposals must include the following information:
1. A general profile of the firm, including location of the office from which the
work will be accomplished and types of activities conducted by the firm.
2. The firm’s experience in replacing shingled roofs including installed examples
of a similar size.
3. Key personnel who will be working on this project and their qualifications,
education and experience.
4. Names, addresses and phone numbers of subcontractors you intend to use on
this project, with a brief summary of their experience in doing similar work.
5. Names, addresses and phone numbers of clients for whom related projects
have been conducted in the past five years.
6. The name, address and phone number of the firm and the contact person for
this proposal.
Scope of Work:
See attached “Instructions to Bidders”.
Any permits required to conduct this work are the sole responsibility of the
contractor.

Other terms and conditions of work with the Nashua School District are provided
in Appendix B.
Bids Due: Sealed bids are due by 2PM on Wednesday, June 3, 2026, to the Plant
Operations Office, 38 Riverside Street, Nashua, NH 03062.
Contract Award: Award of this contract shall be based on (a) qualifications of the firm
and (b) price. Please fill out Appendix C (Quote Sheet) to provide costs of services.

Appendix A
Instructions to Bidders
Work Description
1. The Contractor shall provide all supervision, labor, equipment, materials and
implements to perform all the work included in this specification. In general, the
work includes replacing the shingled roofing at the School Administration
Building located at 141 Ledge Street, Nashua, NH 03060.
2. The Contractor is responsible for obtaining any necessary work permits prior to
starting any work for this project.
3. Coordinate staging areas and on site logistics with Owner’s Representative Gary
Connors. Contact information is connorsg@nashua.edu. Office phone is (603)
966-1506. Cell phone is (603) 345-7710.
4. Take measures to protect all vegetation next to building. Remove existing gutters,
shingle roof coverings, felt underlayment, metal flashings, etc., down to the
existing plywood sheathing. Remove all debris from the property and dispose of
properly. Do NOT dispose of these items in school district dumpsters. We
recommend you provide your own dumpster, unless your trucks will be removing
construction debris on a daily basis.
5. Inspect the sheathing and exposed structural wood framing members, fascia, trim,
and gable end vents, etc. Provide a list of deficient items to the Owner’s
Representative along with an estimate to correct the deficiencies.
6. Remove and infill the four skylights on the west side of the roof.
7. Install new 24 gauge metal flashings with kick-out at eave.
8. Install new 24 gauge metal drip edge at eave and rake edges of the roof.
9. Install 24 gauge metal flashing and new membrane over valleys.
10. Install water/ice shield over entire roof.
11. Install new architectural shingles per manufacturer specifications. Color to be
selected by Owner’s Representative.
12. Install new metal step flashings, pipe flashings, counter flashings, etc.
13. Install new gutter assembly at rear entrance. Install gutter guards on new gutters.
Provide sample to Owner’s Representative for approval before installation.
14. Provide a thirty (30) year unlimited dollar amount total roof system
manufacturer’s warranty. Provide a five (5) year contractor’s warranty.
15. Clean all work areas and remove all equipment and materials from the site.

APPENDIX B
GENERAL TERMS AND CONDITIONS
Any exceptions to these general terms and conditions stated elsewhere in this Request for
Qualifications/Proposals/Bids shall prevail.
I. Specifications
References to brand names or model numbers are intended only to establish a minimum
standard of quality. Unless otherwise stated, such references shall not restrict
submissions which include other brand names or model numbers.
Any inability to comply with the conditions or specifications outlined in the Request for
Qualifications/ Proposals/Bids must be clearly stated.
Firms who find discrepancies in the specifications or are in doubt with regard to any part
of a specification shall immediately notify the District. If it is deemed necessary, an
addenda will be issued to all firms by mail, fax or email. The District will not be
responsible for any oral instructions.
The City of Nashua supports the concept of purchasing products which are
biodegradable, can be or have been recycled, or are environmentally sound. Due
consideration will be given to the purchase of such products. If you are bidding on any
such products which qualify, please so indicate in a cover sheet by item number and
description.
II. Charges
No charges will be allowed for federal, state, or municipal sales and excise taxes, as the
Nashua School District is tax exempt.
All charges are to be firm net prices, and are to be F.O.B. destination, including charges
for delivery and placement.
III. Terms and Conditions of Bid
The Nashua School District reserves the right to waive all formalities and reject any and
all proposals when it is in the best interest of the District to do so.
To be eligible for an award, a proposer must be deemed “responsible”. A responsible
bidder 1) has the ability, capacity and skill to provide the goods or services required; 2)
can provide the goods or services within the time frame specified; 3) has a satisfactory
record of integrity, reputation, judgment and experience; 4) has sufficient financial
resources to provide the goods or services; 5) has an ability to provide future maintenance
and support as required; and 6) has developed a positive track record with the City of
Nashua to the extent the bidder has previously provided goods or services.

From time to time, the District may, because of critical time frames, solicit proposals
prior to approval of the fiscal year operating budget or formal award of special revenue
funds actually funding the bid purchase. The award of a bid is always contingent upon
the availability of such funding.
The submission of a proposal constitutes the bidder’s acceptance of and agreement to the
terms and conditions of this Request for Proposals (RFP).
All proposals will be firm and binding for ninety (90) days from the date of the proposal
opening.
IV. Submission and Opening of Proposals
All proposals receiving consideration must be submitted in sealed envelopes, clearly
identified as directed by this Request for Qualifications/Proposals, and delivered to the
Nashua School District Plant Operations Office located at 38 Riverside Street, Nashua,
NH 03062 by the date and time specified. Provide two (2) copies of your RFP response,
bound and tabbed.
Samples when required shall be furnished free of charge and must be tagged with the
bidders name and bid identification. Samples not used or destroyed in testing will be
returned to the bidder at his/her request and expense.
V. Compliance with Applicable Laws and Regulations
All goods or services furnished must comply with all applicable federal, state, and local
laws, codes and regulations.
Material Safety Data Sheets are required for all products containing one or more toxic
substances in accordance with the New Hampshire “Worker’s Right to Know Act”
(Chapter 277-a). Award of the bid to the successful bidder is contingent on the bidder
supplying 20 copies of the Material Safety Data Sheets to allow for postings at all
potential District locations.
VI. Insurance Requirements
Contractor shall carry and maintain in effect during the performance of services under
this contract:
General Liability insurance in the amount of $1,000,000 per occurrence;
$2,000,000 aggregate;
$1,000,000 Combined Single Limit Automobile Liability; and Workers'
Compensation Coverage in compliance with the State of New Hampshire statutes,
$100,000/$500,000/$100,000.
