Description:

The City of Rohnert Park is seeking professional design services to prepare bid documents (Plans, Specifications and Construction Estimate – PS&E) for the Golf Course Drive and Redwood Drive Improvements Project, CIP# 2024-07. The City anticipates that the work will need to include the following general elements, but any missing relevant scope shall be included by the Design Consultant as well:

General Engineering and PS&E

  • Preparation of the project schedule encompassing the tasks and duration for both design and construction phases
    • California Environmental Quality Act (CEQA) compliance support. This project was identified as part of the Final Tribal Impact Report for the Graton Resort & Casino Expansion Project dated May 2023, as Mitigation Measure 4.13-5; 3. Staff is seeking consultant confirmation that no further action is required to meet CEQA.
    • Right-of-Way acquisition and coordination support (from the parcel on the Northeast corner of the intersection (APN: 045-081-020), approximately 1300 sq-ft) including preparation of plats and legals
    • Caltrans coordination (while work will be outside of Caltrans right-of-way, construction will impact Caltrans’ right-of-way)
    • Assistance with all required permits (Caltrans encroachment permit if necessary) including meetings as necessary to obtain permits and any progress or final inspections
    • Three iterations, 60%, 100%, and Final PS&E for City review (allow 2 week review period by City)
    • PS&E package to include front end specifications (City to provide upon award), full size drawings, technical specifications, engineer’s construction cost estimate, and estimated construction schedule
    • Perform a topographic and boundary survey of existing site conditions
    • Provide coordination support of existing utilities in area of work and design relocation as necessary (i.e.: storm drain inlets) this includes contacting necessary utility companies (PG&E/Telecom companies) and any meetings to resolve conflicts
    • Assess impacts to sidewalk and design relocation as necessary
    • Consultant to add West-bound right turn pocket as part of the design per Attachment B- Preliminary Design
    • Consultant to include intersection restriping and replacement of the traffic signal pole and mast arm at the Northeast corner with new traffic signal pole and mast arm
    • Consultants to refer to Attachment A – Feasibility Study for preliminary design and addition project requirements and Attachment B – Preliminary Design for additional information.

Bidding Assistance

  • Assist Public Works with the formal project bidding process
  • Assist Public Works with written responses to ALL technical questions/clarifications during project bidding process
  • Assist Public Works with Issuance of Addenda as directed by Public Works
  • Issue the Conformed Set of Drawings

Services during Construction

  • Consultant to attend pre-construction meeting.
  • Consultant to attend construction progress meetings virtually with the option for on site as necessary.
  • Consultant must be available to visit the project site if an issue arises during construction and/or at the request of the City within 24 hours of the request
  • Consultant to Assist Public Works with responses to ALL RFIs during construction.
  • Consultant to Assist Public Works with the review and approval of project submittals.
  • Consultant to Assist Public Works with construction change orders.
  • Consultant to assist with completion of punch list items.
  • Consultant to prepare record-drawings in both AutoCAD and PDF using the as-builts prepared during construction.  A PDF showing the “as-built” condition shall also be produced by the consultant and provided to the City
