Notice is hereby given that the City of Lafayette, Indiana, serving as lead agency for the
established Joint Purchasing Board on behalf of Tippecanoe County and The City of Lafayette
and by resolution 2005-05, will receive sealed bids in the Office of the Clerk, 20 N. 6th Street,
until 9:00a.m. (E.D.T.) on Thursday, March 19h, 2026 with bid openings to be held in the
Board of Works Room, 2nd Floor of City Hall for the following:
BITUMINOUS MATERIALS and APPLICATION OF BITUMINOUS MATERIALS:
I.
Plant Hot Mixed Asphalt (HMA) Materials
II.
Liquid Asphalt Materials
III.
Cold Mix
IV.
Asphalt Milling
V.
Approach Milling
VI.
Adjust Casting to Grade
Bid documents may be obtained at the Office of the Clerk, City Hall, 20 N. 6th Street,
Lafayette, Indiana 47901. Bid documents may also be obtained electronically by contacting
the Clerk’s Office at Clerks@lafayette.in.gov, by including the name of the bid documents
being requested, your company name and all relative contact information. All bid submissions
shall include Joint Purchasing Board Official Bid Forms, a Certified Check, payable to the
City of Lafayette, a Bid Surety Bond with authority of the Attorney-in-Fact, payable to the
City of Lafayette, or a Letter of Credit, payable to the City of Lafayette or Cash, in an amount
equal to five percent (5%) of the total amount of the bid, guaranteeing the successful bidders
performance and fulfillment of the contract. The Certified Checks, Letters of Credit, Cash or
Bonds of unsuccessful bidders will be returned upon award of the contract to the successful
bidder.
All bidders must furnish the Joint Purchasing Board with one (1) copy of bids. Price escalation
and/or de-escalation will not be permitted, and all pricing must remain fixed until March 31,
2027.
EACH CLASSIFICATION OF ITEMS MUST BE SUBMITTED ON SEPARATE BID
FORMS.
EACH BIDDER MUST SPECIFY, ON THE OUTSIDE OF THE ENVELOPE, WHICH
ITEMS ARE BEING BID.
The contractor for asphalt paving shall be pre-qualified with the Indiana Department of
Transportation and offer proof of same enclosed with the bidding documents. All materials,
equipment and workmanship shall comply with Indiana Department of Transportation
Standard Specifications latest addition. Asphalt Production Facility shall be certified with the
Indiana Department of Transportation and bidder shall provide proof of same enclosed with
the bidding documents.
All bids will be awarded to the lowest and/or best responsive and responsible bidder. The
Joint Purchasing Board reserves the right to accept or reject any and all bids, to waive, to the
extent permitted by the laws of the State of Indiana, any terms and conditions or provisions in
the Materials and Supplies Specifications or any informality, irregularity, omission of any bid
provided that such waiver shall, at the discretion of the Joint Purchasing Board, be to the
advantage of the City of Lafayette and/or Tippecanoe County.
Bids may be withdrawn prior to, but no bidder may withdraw their bid for a period of thirty
(30) days after the day set for the bid openings.
These materials and supplies are exempt from all Federal and State sales tax. Tax exempt
certificates will be furnished at the supplier’s request.
