Date: JULY 13 2025 AND JULY 18 2025



1. INTRODUCTION




  • 1.1 Purpose: This Statement of Work (SOW) outlines the requirements for tugboat services to be provided by Moran Towing Corporation (hereinafter referred to as "Moran") to [Client Name] (hereinafter referred to as "Client") in the Charleston, South Carolina harbor and surrounding waterways.

  • 1.2 Background: The Port of Charleston and requires reliable tug assistance for safe and efficient berthing and unberthing operations.

  • 1.3 Scope: This SOW covers the provision of tugboat services, including but not limited to: ship assist, barge towing, emergency response, and other related marine services as specifically requested by the Client.



2. SCOPE OF SERVICES




  • 2.1 Ship Assist:


    • Providing tug assistance for berthing and unberthing of vessels at designated terminals and anchorages within the Charleston harbor.

    • Number of tugs required per vessel (e.g., one, two, or three tugs) based on vessel size, weather conditions, and Client's requirements.

    • Tug horsepower requirements (e.g., minimum of 4,000 horsepower).

    • Response time for tugs to arrive at the vessel's location (e.g., within 30 minutes of notification).

    • Communication protocols between the vessel, the Client, and Moran's dispatch.

    • Specific services like escort towing through certain channels.



  • 2.2 Barge Towing:

    • Towing of barges between designated locations within the Charleston harbor and surrounding waterways.

    • Barge size and type (e.g., deck barge, hopper barge).

    • Distance of tow.

    • Required speed of tow.

    • Securing and unsecuring of barges.

    • Navigation requirements.



  • 2.3 Emergency Response:

    • Providing tug assistance for emergency situations, such as vessel breakdowns, groundings, or fires.

    • 24/7 availability for emergency response.

    • Response time for emergency situations (e.g., within 60 minutes of notification).

    • Specific emergency response capabilities (e.g., fire fighting, oil spill response). Note: Moran may not provide oil spill response directly but could assist other responders.



  • 2.4 Standby Services:

    • Providing tugs on standby for specific periods of time, such as during inclement weather or critical operations.

    • Standby location.

    • Response time during standby.



  • 2.5 Other Services:

3. REQUIREMENTS




  • 3.1 Regulatory Compliance: Tug service shall comply with all applicable federal, state, and local regulations, including but not limited to US Coast Guard regulations, environmental regulations, and safety regulations.

  • 3.2 Safety: Tug service shall maintain a comprehensive safety program and ensure that all personnel are properly trained and equipped to perform their duties safely.

  • 3.3 Insurance: Tug service shall maintain adequate insurance coverage, including hull and machinery insurance, protection and indemnity insurance, and worker's compensation insurance.

  • 3.4 Communication: Tug service shall maintain effective communication with the Client, including a 24/7 dispatch service and readily available contact information for key personnel.

  • 3.5 Reporting: Tug service shall provide regular reports to the Client on services performed, including the number of tugs used, the duration of services, and any incidents or delays.

  • 3.6 Personnel: Tug service shall provide qualified and experienced personnel to operate the tugs, including licensed captains and engineers.

  • 3.7 Equipment: Tug shall provide well-maintained and properly equipped tugs that are capable of performing the required services.



4. CLIENT RESPONSIBILITIES




  • 4.1 Notification: The Client shall provide tug service with timely notification of service requirements, including vessel arrival and departure times, barge towing schedules, and any changes to plans.

  • 4.2 Information: The Client shall provide Tug service with accurate and complete information about vessels and barges, including dimensions, drafts, and cargo.

  • 4.3 Safe Working Environment: The Client shall provide a safe working environment for tug personnel.

  • 4.4 Payment: The Client shall pay tug for services rendered in accordance with the payment terms outlined in Section 6.
