Project Description: The Huntingdon County Commissioners will electronically receive sealed bids for “Huntingdon County Library Exterior Renovations”, at Huntingdon County Planning Office until 11:00 a.m. on Wednesday, August 26, 2026, at 205 Penn Street, Suite 3, Huntingdon, PA 16652, at which time and place, all bids will be publicly opened and read aloud.
Bidder shall submit all questions about the meaning or intent of the Bidding Documents via the “Clarifications” feature in PennBid no later than seven (7) days prior to the date for receipt of bids.
The project consists of the following: selective demolition, cast-in-place concrete, precast structural concrete, decorative metal railings, joint sealants, aluminum-framed entrances and storefronts, swinging automatic entrances, door hardware, glazing, resilient base and accessories, resilient tile flooring and interior painting.
A non-mandatory Pre-Bid Conference will be held for prospective bidders on Friday, August 14, 2026, at 11:00 a.m. at the Huntingdon County Library, 330 Penn St, Huntingdon, PA 16652.
Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Ask A Question” feature in PennBid no later than five (5) days prior to the date of receipt of bids. Responses to questions which require an addenda or changes to the Bidding Documents will be issued via a Public Notice and posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.
A certified check or bank draft payable to the order of The Huntingdon County Library, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety authorized to do business in the Commonwealth of Pennsylvania in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully complete Non-Collusion Affidavit with the Bid.
A Performance and Payment Bond in an amount equal to 100% of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder within 20 calendar days of the award date.
Bids submitted for this project are subject to the Davis Bacon Prevailing Wage and related Acts for this project.
Liquidated damages apply at the rate of $500.00 per calendar day. Proposals must be upon the forms furnished by the Huntingdon County Library.
Compliance with Act 127 of 2012 requires all contractors and subcontractors to use an E-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided for the Huntingdon County Library as a precondition of being awarded a contract.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
The Huntingdon County Library is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to who commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Huntingdon County Library, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3
business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination.
Bids may be held by the Huntingdon County Library for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Huntingdon County Library reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
